Lao PDR is rich in wetland biodiversity, essential to the majority of Lao people whose livelihood is based upon natural resources. The Government of the Lao PDR has implemented a number of activities to improve the management of the country’s wetlands. However, results are still limited due to a number of difficulties including lack of technical and human resource capacity for wetland management at all levels, the lack of supportive policies and incentives for wetland conservation and the lack of livelihood alternatives for communities reliant on wetland resources. This one-year project will contribute to the removal of these barriers at central and provincial levels. The project aims to strengthen capacities for sustainable use of Lao PDR wetlands. It will focus on the strengthening of national wetland management regulations and policies. Wetland planning approaches at village, sub-village, and village cluster and district/provincial levels will be applied in Attapeu Province.
The Main Duties and Responsibilities of this Post are:
·Strategic guidance and advice to DLF and PAFO in the development of wetland management ·Provide technical, capacity building and institutional and capacity strengthening support ·Provide policy advice, strategic guidance and knowledge-sharing related to Wetlands to PAFO ·Provide technical support to strengthening wetland planning approaches·Support PAFO to identify target villages and village groups for the development ·Provide significant technical guidance to develop village management plans and pilot activities·Support the development of in Attapeu Province including PAFO and local communities ·Provide significant support to the development and implementation of training programmes·Draft documents concerning project implementation·Strengthen partnerships/coordination with key stakeholders
Qualifications:
The incumbent should have the following qualifications:
Master’s degree in Conservation Biological Sciences/Aquatic Ecology (major in Biodiversity/Freshwater Biology or related discipline) or equivalent work experience.
5-7 years professional experience of which at least 2 years in the freshwater wetland ecology and natural biodiversity conservation at the Grassroots level
Proven experience in community based resources management, training of development workers and working with government bodies
Ability to adapt with multicultural and multidisciplinary team of experts and willing to undertake extensive field works in the project sites
Willingness to live in small provincial town
Fluency in English is required.
Proficiency in current office software applications and corporate IT systems (Word, Excel, PowerPoint).
