The Government of Sri Lanka is party to the Montreal Protocol (since 1989) on reducing Ozone Depleting Substances (ODS). United Nations Development Programme channel funds and provide technical assistance to support the ODS reduction process mainly in industrial and automobile sectors. The Montreal Protocol projects are implemented by the National Ozone Unit (NOU) of the Ministry of Environment.
NOU implement a number of projects and the Institutional Strengthening (IS) project work closely with the implementation of the management plan to phase out of Hydro Chloro Fluro Carbon (HCFC) gas use in Sri Lanka, under the name HCFC Phase out Management Plan (HPMP). Institutional Strengthening (IS) project focuses on the institutional capacity of NOU and stakeholder agencies.
UNDP is seeking the services of Training and Technical Support Officer to assist the Director of the National Ozone Unit on all technical issues of the project.
Duties and Responsibilities
Provide technical assistance to the Institutional Strengthening Project
Developing and implementing a mechanism for registration and licensing of Refrigerant and Air conditioning Sector service technicians
Implementing licensing system for importers and users of ODSs including HCFCs
Developing new procedures for capturing information relating to ODS supply and use and reductions achieved through projects
Assist in developing and implementing methods for avoiding illegal trading of ODSs as per the Montreal Protocol
Assist in developing new methodologies for finding information relating to ODSs and emission of ODSs to the atmosphere.
Managing awareness and information outreach for the Projects, training and coordination of HPMP training activities.
Organise and conduct awareness and information programmes/seminars/workshops for public and private sectorstakeholders as per the Montreal Protocol
Managing awareness and information outreach for projects, training and coordination of HPMP training activities
Providing periodic feedback on issues faced by end-users particularly in Refrigeration and Air--conditioning (RAC)
sector on technology transfer with a main focus on training and suggests possible remedial actions for consideration of NOU
Coordinating with national stakeholders of Air-conditioning and Refrigeration sector
Coordinating with national stakeholders of Air Conditioning and Refrigeration (AC/Ref) sector including industry, industry associations and implementing agencies of the project activities
Coordinating with private sector and extension agencies on co-financing and joint project implementation support

Required Skills and Experience
Education
Secondary Education.NDT (Mechanical) in Refrigeration or equivalent Qualifications, on related subject is desirable.
Experience:
At least 5 years experience in maintenance and reporting of refrigeration and central Air-conditioning systems
Demonstrated knowledge of non-CFC technologies, methods of intrducing CFC phase out approaches
Teaching experience in technical/vocational training courses are preferred.
Demonstrated report writing skills
Prior experince in UN projects is an advantage

Excellent communication and writing skills in English
