TENDER INVITE: Strategic Environmental Assessment of Proposed Hydropower Development on the Mekong Mainstream in the Lower Mekong Basin

The Mekong River Commission Secretariat (hereinafter "the Employer") hereby invites sealed Proposals from eligible Consultants for the consultancy services called "Strategic Environmental Assessment of Proposed Hydropower Development on the Mekong Mainstream in the Lower Mekong Basin - Consultancy Services for Phase 2, Assessment" in accordance with the terms and conditions mentioned in the Request for Proposal.

This Request for Proposal (RFP) includes the following documents:

Section I - Invitation for Proposals
Section II - Instructions to Bidders
Section III - Technical Proposal Forms
Section IV - Financial Proposal Forms
Section V - Form of Contract
Section VI - Terms of Reference

The proposals shall be submitted in one outer sealed envelop containing two separate sealed envelopes, one envelope containing the Technical Proposal and one envelope containing the Financial Proposal. The outer envelope shall be clearly marked "Proposal: Strategic Environmental Assessment of Proposed Hydropower Development on the Mekong Mainstream in the Lower Mekong Basin - Consultancy Services for Phase 2, Assessment; RFP No. 08 –334 - DO NOT OPEN BEFORE DEADLINE SUBMISSION DATE". The two sealed inner envelopes shall be marked “Technical Proposal” and “Financial Proposal” respectively. The selection will be quality and cost based (QCBS).

Deadline for submission of the proposal is 30 January 2009,16:00 hours Lao time
