Fauna & Flora International (FFI) protects threatened species and ecosystems worldwide, choosing solutions that are sustainable, based on sound science and take account of human needs. Operating in more than 40 countries worldwide – mainly in the developing world – FFI saves species from extinction and habitats from destruction, while improving the livelihoods of local people.  Founded in 1903, FFI is the world’s longest established international conservation body and a registered charity.

 

 

ASIA PACIFIC PROGRAMME

 

The FFI Asia Pacific Programme has its regional office in Indonesia, and country offices in Hanoi, Jakarta, Phnom Penh, and Manila.  The Asia Pacific Programme includes a broad range of species and landscape-targeted conservation initiatives in Cambodia, China, Indonesia, Papua New Guinea, the Philippines and Vietnam.  FFI Asia Pacific projects are being implemented by a team of approximately 90 staff, consultants, volunteers and partner organisations.  While funding for most programme activities is channelled directly from donors to partner implementing agencies, FFI manages a regional budget of approximately USD 2 million.

 

 
FFI VIETNAM PROGRAMME

 

The FFI Vietnam Programme has project offices in Quang Binh, Lao Cai, and Ha Long Bay.  It supervises conservation interventions in 20 provinces, focusing on four ecosystem conservation programmes: the Northern Annamite Mountains, Hoang Lien Mountains, Cuc Phuong - Pu Luong Limestone Range, Ha Long Bay Coastal Zone; and two species conservation programmes: Primates and Endangered Plants.  The FFI Vietnam Programme is implemented by a team of approximately 30 staff, consultants, volunteers and partners and currently manages an annual budget of approximately USD 0.5 million.

 

In Ha Long Bay, FFI works directly with the Ha Long Bay Management Board, based in their offices in Ha Long City.  Ha Long City has a population of about 200,000, and is approximately 3.5 hours by bus to the east of Hanoi.  The Ha Long Bay Management Department (Ban Qu?n Lý V?nh H? Long - BQLV) is the Quang Ninh Provincial Agency responsible for stewardship of the Ha Long Bay World Heritage Site, a world-class tourist attraction that has been stressed by impacts of onshore development.  Jointly with BQLV, FFI developed the EcoBoat Project in 2005-2008.  The EcoBoat is a "floating classroom" that delivers hands-on environmental awareness training in particular to Quang Ninh youth groups; it is now managed by BQLV.    There are plans to form a volunteer community organization in 2009 to give direction to the Project.  Continued FFI support to the EcoBoat Team is intended to sustain an international standard of experiential learning, develop productive relationships with the international and national NGO community, and assist the Project's implantation as a community institution capable of raising substantial funds in the Quang Ninh community.  BQLV has additionally requested FFI to help it develop its capacity to engage pro-actively with international stakeholders, with a view to deepening scientific and technical cooperation and mobilizing additional resources for environmental protection activities. 

 

The position of Technical Advisor, Ha Long Bay Management Department and EcoBoat Project is a new position that carries forward close working relationships developed in the course of FFI’s work with BQLV since 2002.      

TERMS AND CONDITIONS

 

Start Date:                             July 2009

 

Duration of Contract:           Three-year fixed-term contract

 

Probation Period:                 6 months

 

Salary:                                    Up to USD 30,000, depending on skills and experience

Hours of Work:                     This is a full-time position, working 40 hours per week, Monday to Friday inclusive.  The hours will coincide with the working hours of the host country and may vary depending on job requirements in the field.

JOB DESCRIPTION

 

JOB TITLE:                           Technical Advisor, Ha Long Bay Management Department

and EcoBoat Project

 

RESPONSIBLE TO:             Programme Manager, FFI Vietnam Conservation Support Programme

with reporting to BQLV Director

 

PURPOSE:                            To provide technical support to the Ha Long Bay Management    Department

 

MAIN DUTIES:

 

·         Provides advisory support to the EcoBoat Project, a "floating classroom" that delivers hands-on environmental awareness training in particular to Quang Ninh youth groups.  In particular, the FFI Advisor helps Project staff maintain 'international' relationships, conduct training and lesson-development activities to maintain an elevated standard of quality, and develop new relationships, e.g., with a Japanese university that is working with province's tourist hotels and tour boat association to improve environmental standards;

 

·         Assists the development of the newly-formed BQLV Outreach Unit, a group charged with management of the agency's scientific, technical and administrative liaison and cooperation with international and national organizations, institutes, academic institutions, NGOs, embassies, environmental grants donors and other conservation bodies; and

 

·         As opportunities arise, the Advisor facilitates other initiatives aimed at conserving Ha Long Bay's diverse fauna and flora and its remarkable geology.

 

PERSON SPECIFICATION

 

The successful candidate will have the following qualifications/experience/skills:

 

Ø      Experience in outdoor environmental education and/or education generally, particularly with respect to curriculum design, implementation and building the capacity of trainer/facilitators.

 

Ø      Experience implementing environment, development or education projects carried out by NGOs in Vietnam.  Work experience or internships in other countries as well.

 

Ø      A Masters’ Degree in a closely related field or significant relevant experience.

 

Ø      Outreach skills, including experience in participatory methods to engage a wide range of stakeholders in programme development.

 

Ø      Excellent oral and written communication skills including at least basic conversational ability in Vietnamese.

 

Ø      Experience in developing and marketing formal grants proposals.
