Description

The Partnership for Market Readiness (PMR) is a forum for collective innovation and action, and a fund to support capacity building to scale up climate change mitigation. It was established in 2010 by the World Bank and brings together more than 30 countries whose actions are critical to global climate mitigation efforts. Through grant funding and technical assistance, the PMR supports middle-income countries as they prepare and implement carbon pricing and other innovative instruments to scale up domestic greenhouse gas mitigation. The PMR also serves as a platform for country-to-country knowledge exchange that informs collective pioneering of cost-effective approaches to combat climate change. Mexico is one of the implementing country participants of the PMR.

Mexico is committed to reduce its national Greenhouse Gas (GHG) emissions using carbon pricing mechanisms, including the design of an Emission Trading System (ETS).

The objective of this consultancy is twofold:

(i) Support the review and prioritization of mitigation activity/project types in the agriculture and livestock sectors that could generate GHG emission offsets for use as a compliance option in Mexico’s Emissions Trading Program;

(ii) Elaborate an activity-specific GHG protocol proposal in each sector, tailored to Mexico-specific conditions, thereby demonstrating the GHG protocol development process under the Mexican ETS offset scheme.

Required qualifications and relevant experience of the (KE1) – Project Manager:

The (KE1) – Project Manager with at least 10 years of experience in the supervision and coordination of climate related projects, with at least 5 of those years working on the development of offset protocols or internationally approved methodologies for regulated or voluntary carbon markets. The project manager will be the focal point, coordinating all experts serving the project and ensuring continuous communication and feedback with the World Bank task team and the PMR Mexico program partners.
