As there are two roles available, here is some further detail for each location.

Cumbria Area Team (office base could be Penrith or Kendal)

Natural England’s Cumbria Team plays a vital role, leading and working in partnerships to deliver nature recovery across our unique and diverse landscapes, which include high fells, lakes, woodlands and open coast. Our team is focused on four key goals; establishing greener farming and fisheries, delivering sustainable development, connecting people with nature, and creating resilient landscape and seas for current and future generations. Within the Sustainable Development Team you will work on nationally significant infrastructure projects, influence strategic plans and policies, and help promote a green recovery from Covid-19 across Cumbria.

Cheshire to Lancashire

Natural England’s Cheshire to Lancashire Team provides environmental leadership in an area of 6 million people including the major urban areas of Greater Manchester and Liverpool City Region and stunning countryside and natural environments. The role will be based in the Coast and Marine sub-team of Cheshire to Lancashire whose remit includes, but not limited to, sustainable development within the Liverpool City Region and wider coast and marine area; conservation and enhancement of a landscape scale network of internationally protected coastal and marine sites; development of statutory conservation advice; leadership to resolve wide scale issues such as coastal recreational disturbance and management of coastal hinterland to support amazing populations of non-breeding birds.

Overview

This is an advertisement for two Sustainable Development Lead Adviser roles, one within the Cumbria Area Team and the other in the Cheshire to Lancashire Area Team. There are core similarities to the roles in terms of key skills, experience and competencies being sought and individual team descriptions are provided within this role description.

As a Sustainable Development Lead adviser for Natural England you will work alongside stakeholders and regulators to advise on Local plans and projects with the Area Team. Natural England aims to provide early and proactive advice based on the best available evidence. You will work closely with external partners to reach solutions which deliver sustainable growth while securing environmental outcomes. As a result we are looking for someone who can build and develop positive relationships with colleagues and external partners. Someone with knowledge of the planning system and processes is desirable but importantly we are looking for an individual who is keen to develop their skills in a fast paced role which will have the opportunity to working on high profile cases. We are also looking for someone who is able to deliver work that is consistent with the Natural England Conservation Strategy (C21) and the Government’s 25 Year Environment Plan.

Your key areas of work will be:

• Advising on the development of environmental policy within Local Plans and working with partners to embed emerging policy and best practice in areas such as environmental net gain, green infrastructure, natural capital, water and air quality and landscape.
• Providing statutory advice to Local Planning Authorities and developers on the environmental impacts and opportunities of planning proposals, seeking to avoid impacts to protected sites and find innovative solutions to maximise gains for nature.
• Providing advice through our charged for Discretionary Advice Service, which supports developers in producing high quality and sustainable planning proposals at pre-application stage. This will also include coordinating Natural England’s advice and input into nationally significant infrastructure projects (NSIP’s).

Skills and knowledge

• Good understanding and experience of the planning system and its processes including local policy planning and development management.
• Experience of reviewing planning applications and environmental assessments such as Habitat Regulations Assessments to inform advice and decisions.
• Knowledge of relevant planning and environmental policy and legislation affecting protected sites/areas and species e.g. Habitats Directive, Wildlife and Countryside Act, Town and Country Planning Act, National Planning Policy Framework and 25 Year Environment Plan.
• Broad understanding Natural England’s remit and objectives, the objectives of partners including Department for Environment, Farming and Rural Affairs (DEFRA), Environment Agency (EA) and Local Planning Authorities.
• A demonstrable ability to learn new areas of expertise in order to fulfil the tasks relevant to the post.
• A relevant degree (e.g. geography, environmental studies, planning, ecology etc) or a qualification in the subject matter.

Creating Resilient Landscapes and Seas (Practitioner)

• Understand and apply relevant policy, legislation, governance frameworks and strategies to your work
• Use an ecosystems/natural capital approach to deliver a resilient environment

• Be decisive, combine your professional judgement with evidence to inform your decision making.
• Manage and deliver your work to meet agreed targets and deadlines.
