The Senior Wildlife Crime Data Analyst will be responsible for managing, analysing and reporting on all wildlife trade related crime in the region. Information sourced from TRAFFIC’s market investigations, informant intelligence and seizures made by law enforcement will be analysed applying a criminological approach. The monitoring, analysis and utilisation of wildlife crime data in Southeast Asia in this manner will aid the definition and scope of the problem and thereby develop a clear understanding, and proactive ability to combat, illegal wildlife trade in this region.
Effective analysis and reporting on wildlife crime records and networks will improve TRAFFIC’s law enforcement support through the identification and understanding of trade trends and key personnel, locations and methods involved. In doing so, it will enhance enforcement through more targeted training and seizure intelligence as well as improved evidence visibility for assisting with prosecution.
Specific Duties and Responsibilities
1. To lead on the analysis of crime data in a systematic way, based on information compiled on seizures, poaching, market observations and intelligence gathering exercises, to ensure the provision of actionable information to law enforcement agencies concerning the illegal killing of and trade in key threatened species in Southeast Asia;
2. Data is analysed with particular focus given to the identification and mapping of criminal networks according to threat level by a range of variables, for example, by: perpetrator, location, species, means of transit and/or association with other illicit goods.
3. Developed intelligence to be provided in timely reports to aid law enforcement action (eg, to Interpol, Customs, domestic Police, CITES management authorities and wildlife rescue groups).
4. To produce a set of analytical standards and develop a commissioning process for the production of TRAFFIC reports in Southeast Asia;
5. To ensure intelligence collection and reporting in the region is aligned to the 5x5x5 risk matrix for the purposes of professionalising TRAFFIC’s handling of this type of information;
6. To ensure that TRAFFIC team members who are collecting information in Southeast Asia are doing so in the appropriate manner, to ensure that information collected can yield the best results for law enforcement intervention;
7. To liaise with TRAFFIC and WWF colleagues, (inter-) governmental and non-governmental organisations to obtain and / or share relevant data and analysis and develop Information Sharing Agreements as and when necessary;
8. To work closely with the TRAFFIC Global Database Manager on TRAFFIC Information System (i2) coordination in Southeast Asia
9. To raise awareness of the extent and impacts of wildlife crime on the conservation of threatened species with key partners, stakeholders and community audiences
10. To supervise and guide TRAFFIC Southeast Asia’s Research and Data Entry team, who will assist the Senior Wildlife Crime Data Analyst in compiling and researching information regarding enforcement actions along with research about trends in wildlife trade;
11. The management of projects related to the collation and analysis of trade data, site specific projects or other as deemed appropriate, including timely reporting to donors.
Key Outputs
1. To produce a Strategic Threat Assessment for Southeast Asia on identified issues and priorities to determine and guide TRAFFIC’s intelligence-led approach;
2. Regular tactical threat assessments of the current wildlife trade situation at national and regional levels by using a criminal intelligence approach and shared with relevant partners and law enforcement agencies, TRAFFIC and WWF colleagues;
3. Articles for publication (either as a TRAFFIC publication or other external publications) on the trends and implications of facets of illegal wildlife trade in addition to highlighting examples of success and/or innovative approaches as achieved through this role;
4. To identify needs, and deliver recommendations, for improvement of enforcement and legislation regulating wildlife trade in Southeast Asia;
5. Lead in the regular production of the TRAFFIC Southeast Asia wildlife crime newsletter.....
