Description

An exciting new opportunity has arisen within our team. Leicestershire County Council is looking to recruit a senior officer with experience in the waste contracts sector focusing on procuring and managing medium (>£1m) to high value (>£5m) contracts and assisting with the development and management of our statutory waste disposal service.

The County Council is constantly looking to innovate and deliver a commercial approach to provide the best value service for its residents. For example, we have insourced the operation and haulage of its Household Waste Recycling Centres (HWRCs) and Waste Transfer Stations (WTS) following the end of contracts with external providers.

As the successful candidate, you will become an essential member of the Contracts and Haulage Operations Team. You will procure and manage medium (>£1m) to high value (>£5m) contracts to ensure we deliver a high quality and value for money service.

A proactive, flexible, ‘can do’ attitude, a commercial approach and good financial management and problem-solving skills are key attributes. You will also be responsible for supporting and delivering innovative opportunities to optimise efficiency savings and develop our services in the future.

Candidates should have a relevant degree or equivalent experience. You will have experience in (ideally waste) contract management and procurement and service development. Ideally, your knowledge will cover statutory requirements, policies and procedures that are associated with operating a waste disposal service.

Leicestershire County Council is committed to Smarter Working and understands the benefits of supporting employees to manage their work and life balance, whilst meeting the needs of the service. We are supportive of flexible working and candidates who wish to discuss this, or any other aspect of the role should contact Sue Smith, Team Manager – Contracts and Haulage Operations on 0116 3058389. Examples of Smarter Working may include requests for flexible working patterns, part-time hours, compressed hours, flexible start and finish times, home/ remote working etc.

This role will involve some out of hours working and emergency cover, due to the operational nature of the service.
