Description

The Southern African Renewable Investment and Growth (SOARING) programme is a new REEEP project funded by the German International Climate Initiative (IKI). It aims to catalyse investment into SME-level projects and companies in the Southern African region. SOARING supports countries (Namibia, Zambia and Tanzania) in mobilising and channelling climate finance into clean energy off-grid and/or agricultural sectors. Key outputs of the SOARING program include:

  • Sustainable financial innovation: a pilot approach to leverage advanced technologies and financial innovation to build scalable investment instruments which streamline climate and other blended finance into small and medium-sized off-grid energy projects in the countries above.
  • Engagement with key stakeholders in the countries (in cooperation with local partners)
  • Capacity building of local financial ecosystem actors (partnering with the Renewable Academy, RENAC, based in Berlin) and climate finance stakeholders to attract and mobilize climate and private investment

About the role

As part of the REEEP Programme team and reporting to the Director of Programmes, the Senior Project Manager will be responsible for end-to-end delivery of the IKI-SOARING project, ensuring high-quality project setup and implementation to deliver activities, outputs and the achievement of targets and results. S/he will drive accurate, timely and sound

  • project content design and log-frame-based delivery of work packages and activities in accordance with milestones, deadlines and budget
  • work-plan-based project set-up, management and implementation, as well as appropriate resource planning and deployment including the involvement of relevant internal and external stakeholders
  • close collaboration with all stakeholders, partners, beneficiaries and project experts, as well as supervision of project tasks, ensuring delivery of project outputs by internal and external project resources and taking early corrective action, if needed
  • development and implementation of a project-specific communication plan in close cooperation with REEEP’s Communications and Outreach Manager
  • leading an in-depth market analysis of the companies and sectors, aiming at de-risking investment in companies and sectors (including regular travel to project areas, e. g. to Namibia, Zambia and Tanzania)
  • participation in and follow-up of project meetings and events including pro-active stakeholder management;
  • project closure or follow-up activities

Moreover, the Senior Project Manager will drive the quality assurance, monitoring and reporting of the project through timely, accurate and sound

  • progress monitoring of project implementation and budget execution against the work-plan and timeline set, and pro-active initiation of adaptations, if needed, ensuring maintenance of the project scope and direction
  • design, provision and oversight over budgeting, financial and narrative reporting and KPI-based project performance measurement 
  • quarterly reviewing and reporting on project risks, assessing their probability and potential impact on the project and providing continued risk mitigation options
  • identifying and sharing of best practices and lessons learned from project implementation with the REEEP team to stimulate organizational learning and to feed into the formulation of follow-up projects
  • steering of project correspondence
  • composing and delivering of project and final reports to donors and partners to release project payments
  • support in the identification of new funding opportunities and contribution to the development of new projects and to proposal writing
  • keeping abreast of state-of-the-art business needs and trends and translating them into innovative input for the REEEP project pipeline

Who we are looking for

The Senior Project Manager’s set of qualifications and experience shall include

  • An advanced degree related to the area of work, i.e. energy, finance or closely related field, or first level degree with equivalent professional experience
  • Demonstrated expertise and experience in fields of renewable energy and energy efficiency technologies, and specifically off-grid and/or agricultural energy solutions
  • Demonstrated experience analyzing, assessing, and/or developing business models and business cases in developing country context, including an understanding of business performance and financial risk indicators. Specialized experience and exposure to small-scale financing of energy assets (e.g. current of-grid energy concepts; pay-as-you-go, etc.) a distinct advantage.
  • Demonstrated exposure to and understanding of the financial sector and its role in international development cooperation, including international finance institutions (specifically climate finance) and their processes, and basic knowledge of the financial landscape in Sub-Saharan Africa
  • At least five years of relevant professional Project Management experience and exposure to project cycle management in an international environment. Experience working with and/or in low-income countries, particularly in sub-Saharan Africa, is a distinct advantage
  • Experience setting up and managing project resources, including external experts and service providers as well as related project financial and donor contract management
  • Experience working with government donors and local government partners
  • Experience in setting priorities, in designing, coordinating and implementing complex activities in a pro-active, responsible, self-organized and independent, yet cooperative manner
  • Excellent communication, organizational and networking skills with the ability to prioritize and consequently follow-up
  • Strong team-work and interpersonal skills
  • Stakeholder relationship management experience involving a high degree of intercultural sensitivity
  • Willingness and ability to travel
  • Solid command of MS Office, including Excel
  • Excellent written and spoken English (REEEP’s working language), other languages would be an asset

What we offer

For this 40h/week full time position, REEEP offers a minimum monthly salary of EUR 3.500 (gross, paid 14 times per year, subject to Austrian social security contributions, currently free of income tax due to REEEP’s status as “Quasi-International Organisation”). This translates to approx. EUR 40.000/p.a. NET after all contributions.

It further includes five weeks paid leave (pro-rated to part-time) as well as an average of 14 Austrian and UN holidays per annum. The envisaged starting date is October 2019.

The work location is the Vienna International Centre (‘UNO City’) in Vienna, Austria.

Due to its special legal status, applicants must have or be able to obtain a valid residency permit for Austria/EU, but do not require a work permit.
