About the Department:Climate change is one of the most complex policy challenges facing governments today. The Department of Climate Change is a new and dynamic organisation at the forefront of developing and delivering the Australian Government’s response to this critical global issue.
About the Branch:The Analysis and Projections Branch works across the Department to develop policy initiatives and assess the merits and impacts of potential and actual policy actions. It leads the Department’s analysis and advice on Australia’s emissions targets and trajectory, and projections of Australia’s emissions. It is responsible for developing methodologies to estimate the impacts and costs of abatement, and for the Department’s involvement in economic modeling of climate change policies. The Branch provides specialist economic and strategic support to the other Divisions in the Department. The Branch currently consists of two Teams – the Emissions Projections Team, and the Economic Analysis Team - that work very closely together.
Duties
1. Contribute to the development and delivery of the Government’s policies and programs on climate change, either individually or as a member of a team.  2. Develop and manage projects and contracts.3. Produce high quality written material and effectively represent the organisation.4. Build effective relationships with government, industry, community and other stakeholders in a high performance environment.5. Represent the Team, Branch, and Department as required.6.  Contribute to the planning and operation of a team. Work areas may include:-          Making projections of emissions from uncovered sectors for use in setting future CPRS caps;-          Assessing the impact of policies and economic activity on domestic emissions, for tracking Australia’s progress towards its Kyoto target and 2020 targets;-          Projecting future carbon prices and trade in international permits;-          Overseeing and interpreting economic modelling;-          Assessing abatement and emissions outcomes associated with specific measures, and their financial costs and benefits;-          Supporting policy making on national targets, trajectory, and cap setting;-          Contributing to policy on complementary measures, such as energy efficiency and transport;-          Supporting other areas of the Department on issues associated with international mechanisms, the economics of adaptation, and treatment of Australian agricultural emissions; -          Providing specialist economic advice. 
Qualifications/experience
 Demonstrated capacity to produce public policy and manage complex processes and/or projects. Successful applicants will have strong analytical abilities, including quantitative analysis and problem solving, and the application of economic and public policy principles.  Strong written communication skills are highly desirable. Qualifications/significant experience in economics is highly desirable.  Experience in quantitative analysis or qualifications in a related area or discipline such as climate change, engineering, forestry, agriculture, industry, or science would be an advantage. 
Security assessment
This position is a security-assessed position. The successful applicant will be required to undergo a security assessment to obtain a Highly Protected Security Clearance, depending on the role.
