Description

The Senior Director for Finance and Operations leads the strategy for, and implementation of, the Ecosystem Finance and Markets Financial, Compliance and Operations functions.

 
This position is responsible for all aspects of the division’s financial management, including planning and modeling, fundraising support, budgeting and financial reporting.   This includes development of complex multi-year donor budgets and the associated financial management and reporting of those budgets, which may be implemented cross divisionally within CI.   This position will also oversee compliance over the sub-award and contracting activities and related capacity building for divisional staff and partners.   Finally, this position will oversees human resources, office space allocation and CI wide representation as well as assists the EVP with overall division effectiveness. 
 
In accordance with these responsibilities, the Senior Director is accountable for all financial and compliance staff including two Finance Leads and a Director for the Grants Management Unit and their supporting teams, currently 9-10 staff total.  The position reports directly to the Executive Vice President for Ecosystem Finance and Markets
 
RESPONSIBILITIES:
 
Long Term Planning and New Initiatives  
  • Develop and manage long term financial plans for each fund and or/division, including grant and loan funds.   Advise Executive VP and other Fund/Department heads of financial risks/future shortfalls
  • Supervise budget development process for all major grant proposals, and ensure proposals budgets include full project costs
  • Supervise the review of all EFM supported proposals and insure compliance with CI policies and consult with GCO as needed.
  • Lead the operational implementation of new projects to include financial and system set up, contract design, new templates, compliance issues and support to operational manuals.
  • Assist EVP with new initiatives as needed.
Budget Management and Reporting
  • Supervise the development and ongoing review of the annual budget with EVP and Fund/Division heads. 
  • Supervise donor financial reporting to ensure stewardship & compliance with CI & donors’ legal, accounting and reporting standards.   Includes CEPF, GCF, VV quarterly and annual reporting, plus all tracking and reviewing all corporate donors.
  • Manage financial relationship with key donor partners in conjunction with senior staff
  • Ensure data accuracy on all ad-hoc information requests for CI’s leadership, EVP, Donors and Evaluators. 
  • Manage all fund specific audits and liaise with CI Finance as needed.
Grant Compliance and Capacity Building
  • Supervise the grant system needs and performance trends in the Division. This includes troubleshooting and defining new requirements and reports.
  • Ensuring EFM contracting practices remain in line with institutional changes and accommodating funds new into existing processes.
  • Supervising and conducting grantee site visits to include training, financial reviews and capacity building.
  • Supervise management of grantee compliance issues including reporting, cash management and procurement.
Operations
  • Lead efforts to improve divisions effectiveness, including recommendations of changes in EFM & CI business processes and organizational/staff structures to EFM Executive VP.
  • Manage Human Resources needs, including guidance on staff recruitments, promotions, benefits & resolution of conflict of interest
  • Oversee annual performance management of staff, including evaluations and merit process
  • Serve as liaison ( or team member) for Division CI Operational teams, including Budget System Team, Grants Management TEAM, OMG, & the Operational Network
  • Supervise and guide office space allocation 
WORKING CONDITIONS: The Senior Director, Finance and Operations must be willing to represent EFM at the highest levels and all matters relating to finance, human resources, operations and compliance. The position might require occasional travel to potentially visit grantees or attend donor meetings, no more than 2-3 trips per year. 
 
QUALIFICATIONS:
 
Required: 
  • Bachelors Degree and minimum ten years experience working in finance & operations
  • Experience with international non-profits and managing a variety of donor requirements and funding sources
  • Financial analysis and modeling
  • Strategic thinking and logical rigor
  • High level of creativity and innovation
  • Experience analyzing and minimizing financial risks
  • Previous work with grant making and contracts management
  • Proficiency with financial systems, databases and advanced excel skills
  • High level of organization and attention to detail
  • Excellent communication skills
  • Commitment to team work and high level of person integrity
 
Preferred:
  • MBA or CPA      
  • Environmental conservation/non-profit background
