The Environmental Portfolio at the Pew Charitable Trusts
For more than twenty-five years, Pew has been a major force in educating the public and policy makers about the causes, consequences, and solutions to some of the world's most pressing environmental challenges. Our environment work spans all seven continents with nearly 250 professionals working full-time at the local, national, and international levels to reduce the scope and severity of global environmental problems, such as the erosion of large wilderness ecosystems that contain a great part of the world's remaining biodiversity, and the destruction of the marine environment.
Pew has worked in the United States and Canada since 1990 to protect vast stretches of unspoiled wilderness and more recently expanded our land conservation efforts to Australia's Outback and Chilean Patagonia. Preserving these places offers an opportunity to conserve wildlife habitat, shorelines and pristine landscapes for future generations. Our work relies on the sciences of conservation, biology, and economy to advocate for sound solutions to the loss of biodiversity.
In the sea, reforms to how our oceans are managed are essential to address overfishing, pollution, and loss of habitat. Pew began its oceans program in the United States, focusing on ending overfishing and protecting fragile marine habitat. Since 2005, Pew's ocean conservation program has expanded around the world and has played a significant role in reforming marine fisheries management in the European Union and on the high seas. Our work is grounded in the best available science and our goal is to reverse the decline of ocean life ranging from sharks and tunas to penguins and whales, and the habitat on which they depend.
Project Overview
At the start of 2014, a new era began for fisheries management in the European Union. A new Common Fisheries Policy, aiming to restore EU fish stocks, entered into force. For the previous five years, Pew and 192 other organizations worked through the OCEAN2012 coalition to support an ambitious reform. Though that process proved successful, overfishing is far from over. The legislation must be implemented well on the water if the new policy is to achieve its aims. To make this happen, Pew launched a campaign in 2014 that focuses on ending overfishing in northwestern European waters.
Position Overview
This Brussels-based position will be responsible for analyzing European fisheries policy, driving and supporting the objectives of Pew's Ending Overfishing in NW Europe through our partnership and contractors. The senior associate will support engagement with EU institutions in Brussels, and member state governments, working with partner organizations to help deploy persuasive arguments to advocate for improved fisheries management. This will include focusing on effective, timely implementation of the existing EU Common Fisheries Policy, including the setting of fishing limits that do not exceed scientific advice, and agreement of multi-year legislation and other management measures that prevent overfishing in European waters. The senior associate, policy and engagement, will report to and work closely with the manager of the Brussels ending overfishing in northwestern Europe team. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.
Responsabilites
- Monitor, analyse and influence implementation of fisheries policy at EU and member-state level.
- Help devise and implement strategies and tactics for the team to advance Pew's fisheries policy objectives and disseminate materials including policy recommendations and public consultation submissions.
- Engage decision makers, advocating Pew's policy objectives and sharing relevant information with EU institutions and member state governments.
- Analyse and comment as required on communications and official positions from EU member state governments, Advisory Councils, the International Council for the Exploration of the Sea (ICES), and other relevant bodies. Prepare and disseminate policy statements and policy-oriented campaign papers, press releases and other materials in a timely fashion.
- Work in collaboration with other team members to monitor and engage on the process of setting fishing limits for fish stocks in Europe's northwestern waters and the development of Multi-
- Annual Plans for fisheries management.
- Support and develop plans with partner non-governmental organizations, or NGOs, and organisations with which we collaborate.
- Maintain close contact with and provide educational materials to the team and partner organisations to ensure knowledge is up to date and information on fisheries management developments is shared in a timely way.
- Co-ordinate activities and regularly communicate information and advice to relevant Pew staff in the UK, Brussels and DC to ensure alignment of the policy work at all levels.
- Act as a spokesperson for Pew when appropriate.
- Develop and implement workplans with the manager, ending overfishing in northwestern Europe. Prepare regular oral and written updates on progress. Maintain regular communication with other marine programme staff about progress and challenges in implementing work plans. Perform other tasks as may be requested by the manager, ending overfishing in northwestern Europe.
- Bachelor's degree required. Advance degree preferred in a fisheries or marine-related subject preferred.
- At least four years of applicable experience in public policy, marine conservation, or fisheries management, including relevant experience in areas such as policy development, or advocacy and campaigning strategy.
- Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies for termination notices with said jurisdiction(s) to Pew.
- Ability and willingness to accurately, methodologically and logically analyse and interpret complex marine fisheries biology and management material. Ability to understand and reliably interpret relevant concepts.
- Strong comprehension of subject area. Ability to synthesize large amounts of information and to focus quickly on the essence of an issue/problem and the solutions available to Pew. Produce work of consistently high standards, without errors or omissions.
- Strong interpersonal skills; ability to develop and manage productive relationships with decision makers at the highest level, media, Pew staff, consultants, partners and others. Must exhibit flexibility and a commitment to working as part of a team. Excellent listening skills.
- Ability to meet multiple deadlines by maintaining a high level of organisation and by being conscious of priorities. Ability to develop and move projects forward with a high degree of independence and autonomy, yet working in a cooperative spirit in a multi-disciplinary and multi-cultural team.
- Excellent and compelling written and oral communications skills in English. Strong oral, presentation, facilitation and written communication skills, such that complex ideas, thoughts and concepts are clearly articulated for different audiences. Clear, effective writing style and highly-articulate and persuasive in face to face communication.
Travel
Frequent travel to UK and other European destinations is required. Candidate also needs to be able and prepared to travel to the US and elsewhere. Availability outside normal business hours will be required frequently.
