The Collaborative Labeling and Appliance Standards Program (CLASP) is an international nonprofit organization that works to reduce the environmental impacts of energy-using products as the primary resource for appliance energy efficiency standards and labeling (S&L) worldwide. CLASP organizes teams of local and international experts to provide best practice technical advice to governments and organizations working to develop energy efficiency S&L policies. CLASP's projects result in major improvements in the energy efficiency of appliances, lighting, and equipment; enhanced institutional capacity to develop energy efficiency S&L policies and programs at local, regional, and international levels; considerable reductions in electricity consumption; and significant abatement of greenhouse gas emissions. 
 
Super-efficient Equipment and Appliance Deployment Initiative (SEAD)
SEAD aims to accelerate global development and deployment of highly energy efficient appliance and equipment product designs and technologies through global collaboration aimed at raising appliance efficiency using policies including standards, labeling, and incentives. CLASP has been selected as the SEAD Operating Agent to support participating governments in achieving these energy saving goals through (1) robust best practice and information exchange, (2) efficient and coordinated policy dialogue, and (3) rigorous technical analysis and advice. Activities for SEAD are developed and coordinated through 5 working groups: 

Working Group I – Cross-cutting Technical Analysis: Aims to assist the development of a priority list of products for SEAD by providing preliminary assessment of factors such as electricity saving potential globally and in SEAD participating countries, similarity of products and test procedures across participating countries/regions, and status of efficiency levels of products and various market transformation (MT) programs. 
Working Group II – Global Energy Efficiency Awards: Will develop awards to recognize the most efficient commercially available and prototype appliance in existence internationally in each targeted category. 
Working Group III – Incentives: Supports efforts by SEAD members to develop appliance efficiency incentive programs, and facilitates efforts, where appropriate, to develop internationally coordinated incentive programs. 
Working Group IV – Standards and Test Procedure Coordination: Oversees efforts to track and accelerate SEAD members’ implementation of appliance efficiency standards as well as promote increased compatibility of test procedures.
Working Group V – Procurement: Aims to accelerate global market transformation towards higher energy efficiency by enhancing existing procurement programs at both state and municipal levels, and by providing best practice guides on designing and implementing procurement programs. 

SEAD Program Manager 
The SEAD Program Manager will serve as the point of contact for technical support questions from policymakers and key partners, and provide coordination of working groups as well as technical support on data collection, impact assessment, and potentials forecasting. S/he will be integral to the success of the  SEAD Initiative through supporting robust best practice and information exchange, and efficient and coordinated policy dialogue; leveraging CLASP’s technical expertise; and identifying opportunities for SEAD Partners to leverage each other’s work. The successful candidate will have at least 8 years of work experience with a minimum of 5 years of experience managing and implementing multigovernment environmental policy programs, and at least two years as a project or team manager. S/he will also have a strong record of planning and managing projects to produce agreed-upon deliverables on time and within budget. The Program Manager will report to the Executive Director. 

Primary Duties and Responsibilities
The SEAD Program Manager will perform the following and other duties as assigned:

  • Provide day-to-day management of CLASP’s SEAD Program, supervising, guiding, and supporting a small team of program staff and external contractors.
  • Provide leadership, management, and strategic direction for program activities to ensure the efficient use of resources and achievement of organizational goals. 
  • Ensure effective management, and timely implementation of program activities in collaboration with key partners and stakeholders. 
  • Track and synthesize appliance efficiency analytical models and methodologies worked on by the working groups.
  • Regularly participate and represent CLASP in working group meetings in various international locations, as well as by virtual means.
  • Assist in the development of the strategy for and management of a global energy savings potential model from the SEAD initiative overall.
  • Identify and subcontract international experts and/or consultants on an as-needed basis in support of working group activities.
  • Organize and facilitate peer reviews by in-country modelers and experts. 
  • Support the development, establishment and marketing of the global energy efficiency awards.
  • Oversee the SEAD web portal and database.
  • Develop and maintain close working relationships with SEAD partner governments, where appropriate. 

Qualifications
The successful candidate will have the following minimum qualifications:

  • 8+ years of work experience with a minimum of 5 years’ experience working either in technical or policy analysis of energy-using products; experience as a technical expert or researcher on energy efficient products and/or as a policy or program expert for energy efficient products preferred
  • Strong project management skills; demonstrated ability to manage multi-governmental teams, projects, and contractors, and to develop strong relationships with stakeholders
  • Graduate degree in a suitable field (e.g., environmental science or engineering) or equivalent professional/academic experience
  • Background or a demonstrated interest in energy efficiency issues and/or the environmental impact of products
  • Excellent analytical skills and proven ability to write clear and concise reports or briefings in English
  • Familiarity with product policy for energy-using products; the analytical, modeling, and policy tools applied in market transformation policy; and the role of governments in product policy
  • An understanding of government energy efficiency and/or environmental policy required; understanding of the policy tools applied in standards and labels development a plus
  • Demonstrated experience planning and managing projects to produce agreed-upon deliverables, on time and within budget
  • Creativity, resourcefulness, and a professional manner

CLASP offers an excellent benefits package and a competitive salary that is commensurate with experience. This position will be based in Washington, DC, with travel to global CLASP offices and elsewhere as necessary.
