Overall Function: Environmental Defense Fund is looking to hire a policy analyst, scientist, attorney, economist, or business specialist to serve as program manager for its Land, Water, Wildlife program in the Raleigh, North Carolina officeto advance policies and programs that address water resources management, habitat protection, nitrogen and carbon issues, ecosystems services, and non-point source pollution. The successful candidate will be responsible for strategy, policy direction, and results for a professional team of staff involved in a variety of initiatives addressing both the regulatory and incentive-based programs that govern varied land management practices in North Carolina and throughout the southeastern US. This person will work closely with the national program managers of Environmental Defense Fund’s Land, Water, Wildlife program, and with the Director of the North Carolina/Southeast office. 
Specific responsibilities include: 
  • Formulate viable strategies (policies, legislation, regulations, and/or litigation) for developing and implementing solutions to declining wildlife habitat and forest resources, water supply challenges, and non-point source pollution to serve both human consumptive interests and ecological needs. 
  • Manage the professional staff and budget for the North Carolina/southeast Land, Water, Wildlife program. 
  • Develop innovative solutions and partnerships to encourage carbon offset programs and markets, nitrogen management, and habitat restoration.
  • Work with staff members to craft strategies for adoption of meaningful laws, regulations and policies in legislative, administrative or other forums related to water flow management for rivers of North Carolina and southeast.
  • Work with staff to plan and implement campaigns to achieve policy objectives; work will include development of public awareness, communication and legislative plans.
  • Advocate with legislators and other policymakers on priorities of the Land, Water, Wildlife program, with a special focus on water quality and quantity issues in North Carolina and relevant land use management programs.
  • Work as part of a national Land, Water, Wildlife team to help shape national, regional, and state policies.
  • Work closely with senior Land, Water, Wildlife program managers, development staff, office director, and advisory board to build funding support for the program. 
  • Coordinate with the Director of the NC/southeast office in Raleigh office as part of the senior management team overseeing strategy, policy, and fundraising directions for the office. 
  • Work effectively with government officials, opinion leaders, environmental advocates, academics, business interests, and other important parties. 
  • Serve as a spokesperson with state, regional, and national news media, capitalize on media opportunities when they arise, and solicit media interest
 Requirements:   
  • Graduate degree in Law, Policy, Economics, Business or Science.
  • Seven to ten years relevant experience working on environmental issues
  • Proven management experience overseeing professional and assistant staff, including performance assessment, goal-setting, budget management, and strategic deployment of staff and resources  
  • A self-starter with the ability to think strategically and the initiative to work in a regional office while effectively functioning as part of a larger national program team
  • Ability to work with and lead initiatives with a variety of concerned parties, including grassroots organizations, academics and private industry, and ability to forge strategic coalitions
  • Ability to recognize and build on political opportunities for progress
  • Excellent written and oral communication skills
  • Excellent analytical skills and understanding of environmental issues
  • Candidates will be evaluated on the basis of their experience with policy, legal, and environmental issues, their management experience, and their potential to develop strong collaborations in their work from diverse stakeholder groups in both the public and private sector.
