Description

The Ministry of Environment, Forests and Tourism and UNDP, with their operational partner Fanamby NGO are seeking a GEF FSP grant (Full-Sized Project) for a new project entitled "Madagascar: Network of Managed Resource Protected Areas". The major part of the project is focused on developing the model and implementing a Managed Resource PA network under a regional-communal governance regime. According to GEF recommendations and procedures, a PPG (Project Preparation Grant) was granted to Fanamby NGO in May 2008 to perform necessary basic studies and analysis in order to properly finalize the GEF Project Document to be submitted by May 2009. This Preparation Project will be coordinated by Fanamby NGO through the GEF Focal Point at the malagasy Ministry of Environment, Waters & Forests and Tourism.
The Preparation Project contains 5 main components: I) Site Identification and Baseline Assessments; II) Institutional Framework; III) Sustainable Financing; IV) Sustainable Use Management; V) Project Finance and Budgeting. Thus, the Project Preparation Coordinator will contract a Consultant to provide the services of a Protected Area Specialist to the Preparation Project Team and as such is to provide guidance on technical aspects related to the establishment and management of Protected Areas in addition to mobilizing communities in support of the development of livelihood opportunities.

 

Duties and Responsibilities

UNDP is seeking for services of a highly qualified Protected Areas Specialist, with a strong experience in protected areas management concept.
The Consultant, under the supervision of the UNDP DRR/P and in close collaboration with the UNDP Environment Programme Officer and Fanamby NGO, will be responsible for the following tasks:
Project Preparation Implementation
  • Provide technical support to appropriate personnel in local, national, and regional institutions in the establishment and management of PAs, and in the establishment and development of livelihoods associated with these areas.
  • Support the Project Coordinator in areas related to capacity building at local, regional and national levels to ensure effective implementation of Project activities.
  • Assist in the preparation of national work programs in support of the development of annual work programs of the Project.
Project Administration
  • Assist and support the Project Preparation Coordinator in supervising and evaluating the performance of the consultancies that shall be retained for specific activities under the responsibility of the Project Preparation.
  • Assist the Project Preparation Coordinator in the design of a system and in the regular monitoring and review of the execution of the components and subcomponents.
  • Provide the Project Preparation Coordinator with progress reports and contribute to the development of annual work-plans.
  • Supervise and manage work plans and large project budgets elaboration.
The Protected Areas Specialist may be required to undertake any such duties as may be assigned from time to time in support of the implementation of the Project Preparation.

 

Competencies

  • A graduate degree in environmental management or natural sciences.
  • Solid and demonstrated understanding of technical aspects of terrestrial, wetlands & coastal PA management, internationally and nationally.
  • Clear and solid understanding of the dependence of communities on resources in the Protected Areas and their potential role in the management and sustainable development of such areas
  • Demonstrated competences in the identification and development of livelihood opportunities within these areas
  • Proven capacity to work with and establish working relationships with communities, community development agencies, government and non-government representatives.
  • Excellent oral and written communication skills in English.
  • Ability to work as a member of a team.
  • Ability to take initiative and to work with minimum supervision.
  • Experience with multi-ecosystems projects.
  • Experience and skills in GIS and database programs.
  • Knowledge of ecological/biological systems would be an asset.

 

Required Skills and Experience

Education:

  • A graduate degree in environmental management or natural sciences.

Experience:

  • A minimum of 10 years experience in Protected Areas management with at least 5 at the national level
  • Solid and demonstrated understanding of technical aspects of terrestrial, wetlands & coastal PA management, internationally and nationally.

Language Requirements:

  • Be fluent in French and English languages
