Description

The buildings sector is responsible for 40% of final energy demand in Europe and 36% of emissions. The objective of the ECF’s building programme is to accelerate the transition to a zero-carbon building stock by reducing energy demand of buildings while decarbonising the heating system, and doing so in a just, equitable and inclusive manner. This will require putting in place policies to phase out poor quality buildings and to power residents’ energy demands from low carbon heat supplies, aligning the interests of a broad set of stakeholders and ensuring well-designed financing mechanisms for the investment needed.

The Buildings programme is leading a 3 year project in the Netherlands, to engage with and mobilise home-owners and tenants to take measures to reduce energy demand and/or CO2 emissions in their homes. The post holder will lead this project, and interact with other partners and stakeholders. There will be direct engagement with other ECF programmes, partners and funders in developing and aligning activities.

She/he will report to the Director of the Buildings programme.

Key responsibilities

  • Management: managing and monitoring the budget as well as deliverables conducted by a set of grantees and external consultancies by maintaining frequent communication, providing strategic direction and ensuring accountability; monitoring and evaluating progress and impact of initiatives and grants; and acting as a liaison to report progress to donors;
  • Advocacy: lead the advocacy and policy work of the project. You will lead the advocacy work on supporting citizens in the gas phase out, engage with partners in the Netherlands and abroad, share experiences and support the building of a knowledge hub;
  • Grantmaking: further developing the scope of the project, soliciting and validating proposals from potential grantees and commissioning studies from consultants; drafting selection recommendations for board/donors’ consideration;
  • Networking: building partnerships with key stakeholders across the policymaking, business and civil society communities in the Netherlands and, to a lesser extent, Europe; convening meetings; representing the project and the Buildings programme at meetings and organize follow-up. 

Requirements

  • Genuine interest in the mission and values of the ECF;
  • At least 5 years of relevant work experience;
  • Deep understanding of Dutch energy policies as well as a relevant network in the Netherlands
  • Excellent command of both the Dutch and English language (both spoken and written);
  • Structured, driven and able to manage several processes simultaneously;
  • An independent selfstarter able to work on his/her own as well as part of a team;
  • Strong networking skills that enable effective collaboration with a diverse group of partners;
  • Agile leader, with the ability to follow through with smart and adaptive implementation of plans;
  • Positive, can-do attitude and a sense of humour.
