(12 Person-Months, Continuous Contract)

Terms of Reference

Objective and Purpose of the Assignment

The regional capacity development technical assistance aims to improve protection of wildlife in Asia and the Pacific through reductions of environmental crimes. This will be achieved by improving the implementation and enforcement of national and international legal frameworks including the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and national laws concerning legal and illegal international wildlife trade in Asian Development Bank (ADB) developing member countries (DMCs).

Scope of Work

The team leader and/or project manager will take overall responsibility and supervise, manage, and coordinate all the work, and undertake some primary research writing and work. He or she will ensure that all components are effectively and efficiently implemented as required. 

The team leader and/or project manager will oversee the activities under each component of the TA and supervise the completion of outputs by international and national consultants under components A, B, and C as described in the TA scope of work. The team leader and/or project manager will report to the Principal Counsel, and work with the Counsel involved in the project. As required, the team leader and/or project manager will conduct activities under components A, B, and C as described in the TA scope of work, including research, writing, drafting, and convening consultants and administration of trainings, conferences, and workshops.

Detailed Tasks

The team leader and/or project manager will:

1. Take primary responsibility for delivering the TA scope of work;

2. Lead and manage the team of international and national consultants, including the FREELAND Foundation in carrying out the components of the TA;

3. Coordinate all TA activities during implementation, including liaising with ADB, selected DMCs, international and national consultants, the FREELAND Foundation, development partners, and other parties as required; 

4. Assume responsibility for the overall performance of the consultant team, coordinating the team members on the activities and timely delivery of the planned outputs;

5. Oversee, organize, and convene any training, workshops, conferences, or symposia under component C of the TA scope of work as requested by ADB; 

6. Conduct research, writing, and drafting as requested by the principal counsel;
7. Take the lead role in maintaining effective communication within ADB and responding to changing circumstances in project implementation;
8. Regularly review progress to ensure work conforms to targets and timelines and prioritize his or her own and others work to achieve outputs and outcomes;
9. Research, write, and oversee the publication of materials related to the illegal wildlife trade to meet the TA scope of work as requested by ADB;

10. Ensure effective coordination with existing ADB programs and regional cooperation initiatives, including the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security, and Core Environment Program and Biodiversity Conservation Corridors Initiative (CTI-CFF, CEP-BCI) n the Greater Mekong Subregion (GMS), and the Heart of Borneo (HOB) Initiative;

11. Oversee and coordinate the convening of any training, workshops, conferences, or symposia as requested by ADB; and

12. Conduct any other similar and related tasks requested by ADB.

Minimum Qualifications

The team leader and/or project manager will have:

1. At least 10 years experience in managing law, justice, and development projects, preferably in Asia or at least in a developing country;

2. A degree in law, environment, wildlife, or work equivalent; 

3. Experience in wildlife protection law (highly desirable) and an interest in this area (required).

4. A strong background in research and writing;

5. Willing to be assigned at the ADB headquarters, Manila, Philippines.
