Terms of Reference
Objective and Purpose of the Assignment
The regional capacity development technical assistance project (R-CDTA) will build on the foundation created under RETA 6424: Enhancing Effective Regulation of Water and Energy Infrastructure and Utility Services. The R-CDTA will address multiple barriers in governance, as well as in the policy and regulatory framework of DMC energy sectors that are limiting effective allocation of capital for investments in clean energy infrastructure.
Scope of Work
The Project Manager will provide support to the Principal Counsel in the implementation of the Asia-Pacific Dialogue on Clean Energy, Governance, Policy and Regulation (Dialogue).
Detailed Tasks
" Responsible for supporting the ADB implementation Counsel in donor coordination, outreach, and network building;
" Assist in identifying technical experts, as needed, for knowledge and capacity building activities as well as direct technical assistance to DMC policymakers and regulators;
" Oversee the conduct of regional and national workshops in ADBs DMCs.
" Oversee and coordinate the work of the team.
" Oversee publications
Minimum Qualifications
" At least 10 years experience in energy policy, regulatory, and/or technical issues; at least 5 years experience in Asia.
" Must a graduate degree in law or equivalent experience in policy and regulatory.
" Must have a strong leadership and inter-personal skills.
" Strong background in research and writing.
" Willing to be assigned at the ADB headquarters, Manila, Philippines.
