Establishing Cooperative Marine Protected Areas Management to Conserve Sal's Key Biodiversity Areas
This project aims to contribute to the proper establishment and development of a sustainable management of the MPA of Costa de Fragata, support of monitoring surveillance at all levels, recovery and conservation of the habitat and species living within the MPA, and support to participatory and community-based management of natural resources.
• Goal 1: Support the Protected Areas department in the implementation of the MPA Management Plan and create a monitoring strategy for key species within the MPA and its surroundings. Activity 1. Develop and enhance monitoring plans & protocols.
• Goal 2: Improve policy and practices influenced by private sector in order to address wider scale threats to species and habitats in the MPA of Costa de Fragata. Activity 2: Development of participatory decision-making programme for sustainable practices in activities that main stakeholder in the private sector conduct within the MPA area.
• Goal 3: Support authorities in the enforcement on MPA’s regulations on coastal areas. Activity 3: Create an effective report-response protocol to immediate solving eventual or recurrent infractions occurring within the MPA.
• Goal 4: Implementation of a participatory surveillance and monitoring program on the sea (Guardians of the Sea). This is a major goal within the project and entitles a lot of work for itself. Therefore, Guardians of the Sea will have a separate Facilitator. Project Coordinator will work in collaboration with Guardians’ of the Sea Facilitator, and will ensure that the Key activities are accomplished: A4.1 Establish a community marine ranger network & patrol scheme A4.2. Monitor fishing activities and marine biodiversity A4.3. Promote community engagement in management of natural resources
• Goal 5: Implementation of capacity building and outreach programme for MPA rangers and stakeholders.
Timeframe of Project: 36 months, starting in March 2019
Secondary Project: "Creation of Socioeconomic and Environmental Resilience in the Community of Pedra de Lume" & "Guardians of the Sea".
In parallel, Project Manager will be in charge of a secondary project based in the community of Pedra de Lume, which aims the implementation at long-term of 4 different but interrelated projects. The first phase of the secondary project (one year) aims the socialization of the proposed ideas with the local community, collecting opinions and ideas, drafting the strategy and action plan for each of the programs, and identification of potential participants according to each program:
1.1. Terrestrial monitoring: Marine turtle protection activities, census to identify the main target areas for monitoring the main threatened species. This program is already started and established in Pedra de Lume. At this phase, it will need expanding and design of an economic sustainability strategy.
1.2. Guardians of the Sea: Socialization sessions with the fishermen of Pedra de Lume, identification of potential participants in the program, training actions.
1.3. HomeStay: Socialization sessions with the residents of Pedra de Lume, identification of the potential participants in the program, inventories of reforms to be carried out in the target houses.
1.4. Management of shark watching excursions in the bay of Parda: socialization with the current local guides of the bay of Parda, socialization with the operators of excursions and guides of tourism; collection of subsidies and design of a sustainable management model.
In addition, an overall proposal for a natural resource management plan for the area of implementation will be drafted. Tasks to be undertaken by the Coordinator of the project: - Specific planning for each of the goals and subsequent activities to be undertaken in the Main Project, and in the Secondary Project. - Guarantee implementation of the activities, coordination with internal stakeholders, supervision of the activities. - Assist implementation of Guardians of the Sea. - Conduct meetings with project stakeholders. - Conduct training and workshops with participants and project stakeholders. - Liaison with external stakeholders. - Progress evaluation and monitoring. - Reporting.
Conditions: The monthly salary will be assessed according to the experience of the candidate to a maximum of 87.000 CVE / 791€ gross (aprox. 73.000 / 664€ liquid).
The timeframe for the main project is 3 years. One year contract, renewable if all parties agree, starting in March 2019.
