Description

Under the supervision of the Executive Director, the Programme Officer, Partnership Programmes is responsible for developing work programmes, collaborative activities and capacity-building activities with the PEMSEA Partners towards the implementation of the ten-year rolling work plan for the implementation of the SDS-SEA.

He/She works closely with all the members of the PRF Secretariat Services and Technical Services and colleagues from PEMSEA Partner Organizations, Collaborators and Networks as may be necessary to attain the objective.

The Programme Officer for Partnership Programmes ensures a good working relationship with the PEMSEA Partners, collaborators and other clients.

The key results directly impact on the timing and rate of delivery of the Secretariat Services of the PRF, as well as in the overall success in implementation of the PEMSEA work plan. 

Accurate appreciation, analysis, organization, and delivery of support services are necessary to ensure client satisfaction and contribute to the overall effectiveness of the PRF, ultimately affecting satisfaction of the clients, specifically the PEMSEA Partners, and perceptions of effectiveness of PEMSEA as a regional mechanism. 

Errors in decisions will adversely impact the integrity of the PRF and relationships with Partners and Collaborators and could lead to delayed delivery or cancellation of projects and outputs, so that careful and thorough understanding, attention, and consistency should be ensured at all times.

 

Duties and Responsibilities

  • Conducts capacity need assessments in coastal and ocean management in the region with special focus on the implementation of the SDS-SEA.
  • Formulates programmes of action and proposals that facilitate south-south and north south cooperation and support for capacity development among developed, developing and least developed nations to overcome issues and areas of concern that constrain the implementation of the SDS-SEA.
  • Promotes technical cooperation and assistance among Partners and Collaborators to reduce capacity disparities among and within Partner Countries for the effective implementation of the SDS-SEA.
  • Monitors the results and impacts of capacity development projects being undertaken by the PRF Technical Services, Partner Organizations and Collaborators, including specialized training courses, internships, fellowships, demonstration projects, study tours and others.
  • Documents and packages materials relating to lessons learned and good practices from program experiences of SDS-SEA implementation for dissemination to participating countries and Strategic Partners.
  • Coordinates with the PNLG secretariat in Xiamen, the Gulf of Thailand Secretariat and the Secretariat for the ecosystem-based management in Seoul.
  • Supports the Senior Programme Officer with the preparation and conduct of various meetings of the EAS Partnership Council, Executive Committee, EAS Congress and Ministerial Forum and execution of decisions arising from these meetings.
  • Performs all other auxiliary functions required in the pursuit of the unit’s functions and the organization’s thrusts and objectives in general, including the preparation of annual and quarterly work plans and budgets, and annual progress reports related to the implementation of the SDS-SEA.

Required Skills and Experience

Education:

  • Master’s degree or equivalent from an accredited educational institution in a natural or social science discipline.

Experience:

  • At least 5 years of working experience in a related field in the region.
