ICCO & Kerk in Actie is a Dutch based development organisation. The organisation provides financial support and advice to local organisations and networks throughout the world that are dedicated to improving access to basic services, stimulating sustainable economic development and advancing peace and democracy. ICCO is in the process of decentralizing parts of its organisation for which currently staff is recruited.

Climate Change is a strategic priority for ICCO and at the top of its global advocacy agenda. A large and growing number of ICCO offices start engaging in Climate Change initiatives in which India plays a prominent role.

About the ICCO and South Asia
The region South Asia consists of India, Bangladesh, Nepal, Pakistan and Afghanistan. For this region, offices are currently being set up in New Delhi and Kathmandu. The management of projects/programmes will gradually be transferred from the Netherlands to these offices.

An important part of the work supported by ICCO is the set up of a Carbon Credit Development Team (CCDT) in Bangalore which will assist NGOs within (and also outside) the Fair Climate Network India (FCNI) in generating carbon credits with their sustainable energy and LULUCF (Land Use, Land Use Change and Forestry) projects. The CCDT has been established upon request of the Fair Climate Network India, which consists of about 42 NGOs, of whom many are long time partners of ICCO and Kerk in Actie.

The position
ICCO is looking to recruit a Climate Change Programme Officer, who will manage existing projects and develope funding proposals for new initiatives as well as providing support to integrate climate change into existing and planned programmes and strategies. The role will also involve networking and policy engagement with the Netherlands and Regional identities. The Climate Change Officer will provide global advice on issues related to Climate Change, Clean Development Mechanism (CDM) as well as the Kyoto Protocol among other important related policies and mechanisms. This will involve keeping abreast of research and policy developments, gathering and communicating lessons learned from experience.

Tasks and responsibilities of the programme Officers (PO)
The main responsibility of the PO is the interaction with the partners and program coalitions in accordance with ICCO/ Kerk in Actie policies and guidelines. The program officer reports to the Regional Manager and works in a multidisciplinary team in direct cooperation with the Finance Officer.

1. Policy and Strategy development with regard to Climate change and sustainable energy development and LULUCF (Land Use, Land Use Change and Forestry) projects
? Built and maintain relations with CWO, advise on policy directions and report on regional developments

2. Operational/ advisory tasks in relation to above mentioned subjects
? Identify and facilitate projects and programs and program coalitions by applying the 4 ICCO strategic roles in the programmatic approach: strategic financing, advocacy and lobby, capacity building and brokerage.
? Assess program- and project proposals.
? Prepare funding- and other decisions.
? Review audit reports of projects and programs and follow up of recommendations.
? Provide input to the financial planning, budgeting, performance, monitoring, capacity development and risk management of projects and programs.
? Control, evaluate and monitor ongoing contracts between ICCO/ Kerk in Actie and local partners.
? Assist preparation of medium term and long term financial plans, spending, and cash flow forecasts.
? Review field reporting packages for improvements in information flow and standardization.
? Contribute to learning and linking and coordinate research and knowledge sharing on sector related themes and cross cutting issues by establishing regular internal exchange and learning sessions in collaboration with the Technical Assistance in the program coalitions.
? Contribute to strategic policy development and to the development of the regional plan.
? Contribute to the fundraising possibilities with regard to the relevant themes on Fair and sustainable economic development, Democratization & peace building or Access to Basic Services.

3. Networking
? To keep close contact with the Core Members of the Fair Climate Network India FCNI and other relevant network in relation in Climate change and sustainable energy development and LULUCF (Land Use, Land Use Change and Forestry) projects
? Establish and maintain contact with relevant knowledge institutes, companies and Government bodies etc.

4. Lobby and communication
? Set up and maintain data base of climate change activities in the South Asian region
? Work in close collaboration with CWO climate lobbyist
? Provide briefing and reports

Profile of the Programme Officer
? Master degree in Climate & environmental sciences or similar education
? Experience in carbon credit value chain development and in programme and project management preferably in the field of environment and climate change (for example in adaptation, mitigation, science, and/or policy)
? Substantial professional experience, of which at least three years in dealing climate change portfolios.
? Advanced knowledge of program and project formulation, accountability requirements.
? Excellent language skills in English, regional language is an advantage.
? Knowledge of PME systems of projects and programs.
? Good knowledge of computer and usage.
? Knowledge of financial aspects related to funding of projects
? Negotiation, networking, facilitating skills and communication skills.
? Prepared to travel in the region.
? Ability and willingness to work with people of different backgrounds and to contribute constructively to a working environment based on mutual respect and trust.
