BACKGROUND
By 2017 the Eco-Longmen Project overall objective is to see the Jiaquan Watershed in Longmen County restored and community empowered through public–private partnerships that provide sustainable livelihood opportunities, to maintain healthy ecosystem services and promote a supportive policy environment for sustainable watershed management.
Reporting to the Programme Coordinator (PC), IUCN China, with close collaboration with all technical staff, the Programme Manager, Eco-Longmen Project will lead the project implementation, focus on the community initiatives and field work, and maintaining partnerships with other stakeholders as well as be responsible for both administrative and financial management of the project. The incumbent will also ensure effective and timely development, planning, delivery, monitoring, and evaluation of programmatic initiatives for IUCN China Programme.
This position is based at IUCN's project field office in Guangdong, China. This position is being advertised in anticipation of having the recruitment finalized pending funding award. The final appointment of the chosen candidate will be dependent on IUCN being awarded the necessary funding for this position.
SPECIFIC DUTIES AND RESPONSIBILITIES
The main responsibilities are:
i.Planning, delivery and M&E of Eco-longmen project
ii.Development and management of other initiatives
iii.Field operations and administration
SPECIFIC DUTIES:
1. Eco-Longmen Project
Undertake, coordinate and facilitate the overall and annual planning and budgeting, result delivery and M&E and reporting processes needed for the Eco-Longmen project;
Support the needed management process, esp work plan development and progress tracking, project budget schedule implementation and control, project progress tracking and reporting, project finance and administration;
Take the lead on the activity implementation in project pilots in Longmen County and at higher level in support of field impacts, including direct implementation and management of contracts, procurements, consultancies etc.
Lead the coordination and communication with partners, donors, and stakeholders, especially local governments, for smooth project implementation, including organization of partner meetings, regular updates, development and circulation partnership documentation etc.
Lead the development and implementation of project communications and outreach strategies and activities, in order to enhance project profile and widen the impact on larger scales, including dealing with media at local level, producing communications materials and organizing events and campaigns.
Support the overall communication and cooperation with the project counterpart organization in China and undertake effective and efficient day-to-day communication and cooperation according to the overall cooperation strategy.
Actively leverage other technical, financial, policy and partnership support into the Eco-Longmen project, especially including developing proposals, concepts and supporting fundraising.
Supervise other Eco-Longmen Project team members as needed, consolidate the team work to help deliver the project
2.Other Initiatives
Assist the PC in mapping out strategic priorities for China, especially for South China;
Support the overall programme development under the guidance of the PC, particularly focusing on the South China region, including coastal areas;
Actively develop concepts, proposals and engage with current donors and potential prospects in order to further develop IUCN’s presence and programmes in China, particularly in South China, in delivering results under the IUCN China Programme Strategy and the One Programme Approach;
Take the lead on the implementation and delivery of other initiatives assigned and fund-raised in the South China region, including coastal areas.
3.Local Office development, management and operations
Support the establishment of the field project office of IUCN China in Guangdong, including venues, facilities, and support the development of field office management and operation rules and procedures;
Lead the day to day management of the field project office, including the management of financial books, administration, finance and petty cash, assets and facilities and other related aspects;
Lead the capacity development and management of field project office and its staff, in terms of supporting the recruitment and leading the supervision of field office staff members as per project needs, recruitment and retention of volunteers and interns, training and capacity building on project development, management etc.
4.Other tasks
Support the overall organizational and programmatic tasks of IUCN China, including strategy development, partnership building, members development, communications and outreach etc;
Undertake any other tasks as may be assigned by, and mutually agreed with the line manager
REQUIREMENTS
• At least a postgraduate degree in a relevant discipline, such as Ecology, Natural Resources Management, Environmental Science / Management, Development Studies, International Relations, MBA .
• At least 5 years of work experience, inclusive of experience in project development, implementation and execution, deemed essential.
• 3 years work experience in a senior managerial, leadership or technical role.
• Published research and technical papers as first author. Sound experience in administration, operations and financial management preferred.
• Experience of development and environment issues will be an added advantage.
• Experience and ability to work in a multicultural and multi-perspective environment preferred.
• Native Chinese speaker. Strong communication skills in English. Knowledge of Cantonese seen as an asset.
• Able to be based at the Field Project Office, Guangdong, IUCN China.
• Capacity to interact effectively with a wide range of people at different levels including donors, the private sector, communities, NGOs, and government officials.
• Proficient in the use of Internet applications and MS Office (Word, Excel and PowerPoint).
