Description
UNDP’s environment activities in China include biodiversity, climate change (adaptation and Mitigation), natural resources management, and chemical managements. Within these areas, UNDP China helps to assess and develop policy options, strengthen implementation capacities and mobilize finance, to support efforts to achieve the Millenium Development Goals (MDGs) and meet obligations under Multilateral Environmental Agreements. In particular, UNDP seeks to ensure that environmental considerations are integrated into national development strategies and frameworks (mainstreaming).
 
Globally, UNDP has been a leader in developing and helping apply economic and market-based approaches to address environmental management challenges, through a range of programmes and facilities including the Global Environment Facility (GEF). UNDP China has become a key partner for the government in developing and implementing environment programmes. A sizable portfolio of projects and programmes has been developed over the past 15 years.
 
Under the guidance and direct supervision of the Team Leader of Energy and Environment Team, the Programme Management Specialist is responsible for supporting the implementation of GEF Programme through UNDP. The Programme Management Specialist leads on and directly administers programme implementation of GEF Programmes through UNDP China.
 
The programme management specialist provides supports to portfolio managers in the areas of monitoring, review and supervision of UNDP GEF Programmes in China, and the planning and conducts of periodic reviews on the status and progress of the GEF Programmes, and oversees the identification of implementation problems, formulate and execute corrective actions to address these and improve performance of GEF Programme through UNDP China.
 
The Programme Analyst works in close collaboration with the portfolio programme managers and operations teams, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful CO programme implementation.

 

Duties and Responsibilities

Functions / Key Results Expected
Summary of Key Functions:
  1. Facilitation of the conceptualization, development, management and monitoring of GEF program and the achievement of desired results;
  2. Help prepare and consolidate the overall GEF program budget, monitor variances against budget and provide explanations in accordance with UNDP rules;
  3. Creation of strategic partnerships with government and other partners;
  4. Provision of top quality policy advisory services to the Government and UNDP Senior Management and facilitation of knowledge management.
  • Programme management support: Under the overall guidance of the team leader for Energy and Environment Team and in close association with national partners, work as member of a team to facilitate the conceptualization, development, management and monitoring of GEF program and the achievement of desired results.
  • Financial management support: In collaboration with the team leader for Energy and Environment and Finance Officer of the CO, the Program Management Specialist will work as member of a team to help prepare and consolidate the overall GEF program budget, monitor variances against budget and provide explanations in accordance with UNDP rules. He or she will also give input on cost-recovery strategies and adequacy of internal controls
  • Resource mobilization: Support the team leader to establish local and international partnerships/synergies and facilitate donor prospecting.
  • Monitoring Framework: Support the team leader and portfolio programme managers in establishing an effective monitoring framework of the outputs and outcomes with quantitative and qualitative indicators for the GEF Programmes as whole. He or she will also provide this support to the counterparts in establishing individual monitoring mechanisms and framework related to the GEF Programme, as well as ensuring time submission of monitoring reports.
  • Take a lead in forging partnerships with key media and communication entities to maximize GEF/UNDP’s visibility and profile.
  • Responsible for ensuring that all GEF project related requests are addressed in a timely manner.
  • Responsible for preparing briefing notes/speaking points pertaining to GEF/UNDP when required
  • Responsible for providing monthly intelligence briefings on local environment and economic development issues, initiatives, likely synergies and strategies.
Impact of Results
The key results have an impact on the success of the country programme within specific areas of cooperation. In particular, the key-results have an impact on the designed, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in one of the following: Environmental Sciences, Environmental Management, Natural Resource Management or generic Development studies with environmental specialisation.
Experience:
  • A minimum of 7 years of post-graduate professional experience in environment/sustainable development;
  • At minimum 5 years of experience as project or program manager or equivalent middle-level management position of similar size and complexity.
  • Substantive knowledge of programming tools for planning and monitoring, and general knowledge of the development context in China.
  • Thorough technical understanding of issues related to natural resources, environment and climate change.
  • Experience in providing policy advice on sensitive environmental issues, especially on climate change adaptation.
  • Resource mobilization such as proposal writing and donor prospecting experience an asset
  • Experience with Project Design and Monitoring.
  • Previous experience in UN system will be an additional asset.
Language Requirements:
  • Proficiency in English, with excellent oral and writing skills is a must.
  • Good verbal and written communication skills in Mandarin would be a big advantage.
