IUCN's Lao PDR Country Office in Vientiane seeks to recruit a self-motivated high calibre professional for the position of Programme Coordinator (PC).

Under the guidance of the Country Representative, IUCN Laos, the PC and will manage and coordinate the Lao Programme at the country level to ensure effective and timely development, planning, delivery, monitoring, and evaluation of an integrated and coherent programme for IUCN Laos. Specific duties include:

PROGRAMME AND PROJECT PLANNING AND DEVELOPMENT - Ensure that an adequate, efficient and high quality programme and project planning and development system is in place and followed.

PROGRAMME COORDINATION - Support the Country Representative in effectively coordinating the Lao Programme to ensure coherence and integration across the programme as well as with the Asia Region and Global Programme

MONITORING AND EVALUATION - Ensure that an adequate, efficient and clearly articulated programme monitoring, evaluation and reporting is in place and followed across IUCN Vietnam.

REPORTING: Prepare Quarterly Progress Reports, and any other progress reports of IUCN Lao PDR. Oversee the fulfilment of reporting requirements of projects, and ensure their technical accuracy and quality.

CAPACITY DEVELOPMENT IN PROGRAMME & PROJECT PLANNING, MONITORING, EVALUATION & REPORTING - Undertake specific capacity building measures and exercises (training, mentoring, other) as necessary.

PROGRAMME IMPLEMENTATION - Undertake project implementation, and provide technical
inputs and support to implementation when required.

REPRESENTATION - Represent IUCN Lao in programme related planning and coordination processes; Interact with the respective global and regional programmes as well as Country Offices on technical matters related to programme and project planning, coordination, monitoring, and evaluation; Coordinate the programmatic integration of IUCN Laos in the Asia Region.

The successful candidate should posses a minimum of 7-10 years of professional experience in natural resources management, 5 of which should be at senior level, with a PhD or Masters Degree in a subject related to conservation. Expertise and experience in one or more of the following areas is highly desirable: water and wetlands management; climate change adaptation and mitigation; CDM and REDD; EIA, CIA and SEA processes, implementation and monitoring. Excellent managerial, interpersonal and team building skills along with demonstrated experience in strategic planning, policy, project/programme cycle management, performance management and M&E is essential. Demonstrated skills in training and facilitation in the above topics is desirable. The incumbent should be able to work effectively within a workforce of professionals of diverse nationalities. Fluency in written and spoken English is necessary.

The initial contract will be for a period of two years, with long-term prospects for the right candidate.
