Job Title:  Principal Consultant, Sustainable Transport
Location:  London, or Harwell, Oxon
 

 

Company information:

AEA’s Sustainable Transport Practice has the objective to help reduce the environmental impacts of the transport sector by providing high quality policy advice to Government and private sector organisations all over the world.  Key clients include the European Commission, the Department for Transport and the US Environmental Protection Agency.  Our work is high profile and covers a wide range of topics including low carbon transport technologies (e.g. electric vehicles, hydrogen fuel cell technology), biofuels, GHG emissions reductions strategies, the development of transport emissions models and sustainable aviation.

Our work on transport-related energy and environmental policy issues is closely linked to our expertise in a wide range of related policy areas, including climate change, air quality and energy security.  Our main role is to help our public sector customers to develop, assess, implement and evaluate policies at the international, national and local levels.  We also use this experience to advise private sector customers on the likely impacts of policies and regulation.
We are now looking to expand the team and our capability through additional expertise. We are seeking an experienced consultant to make a significant contribution to help grow AEA’s existing portfolio of transport-related environmental policy projects. The candidate will have a strong track record of delivery and excellent experience of winning and managing work across a range of different clients, with a particular emphasis on the public sector.
 

The successful recruit will have the opportunity to shape the role to align most effectively with his/her expertise, and indeed to influence AEA’s business strategy in transport-related consultancy, working closely with AEA’s Practice Director for Sustainable Transport. The role will likely include the following diverse mixture of responsibilities and activities and therefore suits a candidate who can apply a flexible approach to meeting a number of priorities;

 

Role purpose:
1. Lead complex projects for public and private sector clients that support the development of policies related to the environmental impacts of transport (particular focus is on transport-related climate change policy).  This will include carrying out complex policy consultancy, research and analysis, such as quantitative analysis of the costs and benefits of current and/or possible future transport-related environmental policies.
2. Lead the development of complex proposals for transport-related environmental policy projects for European Commission, UK Government, international Government and private sector customers. 
3. Carry out complex policy consultancy, research and analysis, including quantitative analysis of the costs and benefits of current and/or possible future transport-related environmental policies.
4. Work closely with the Practice Director for Sustainable Transport to help grow AEA’s business in this area with both public and private sector clients in the UK and internationally.  This will include the recruit using their existing networks of public and private sector contacts and build upon these relationships to increase business.

 

Key accountabilities for this post:

AEA’s Sustainable Transport Practice works with the European Commission, the Department for Transport, the Committee on Climate Change, the US Environmental Protection Agency, and the private sector amongst others. Successful recruits are likely to work on a number of different projects for these and other customers, related to transport-related environmental policy, and can expect to work in other areas as well.
Specific requirements of the role are to undertake a range of activities depending on business needs, including:
• Manage complex consultancy projects in the field of transport-related environmental policy
• Work effectively as team member on a range of projects
• Lead and provide written content and technical analysis for the preparation of bids and reports, including detailed proposals and expressions of interest;
• Working closely with the Practice Director, carry out business development activities in the field of transport-related environmental policy, including liaison with customers and potential customers;
• Maintain a detailed and up to date knowledge of transport-related environmental policies, especially with regard to emissions and low-carbon transport technologies;
• Present AEA’s work at conferences and technical meetings;
• Provide support and guidance to junior and less experienced members of staff.

Key success criteria:

To be successful in this role, the post-holder will have the ability to:
• Lead and deliver complex pieces of policy research and consultancy focused on transport-related environmental issues;
• Use quantitative and qualitative analytical methods to assess the potential impacts of transport-related environmental policies and strategies;
• Create high quality reports for our customers, which are factually correct and effective at getting across key messages;
• Contribute to the development of high quality tender documents to win new work in the field of transport-related environmental policy;
• Work effectively with both junior and more senior colleagues;
• Develop positive relationships with public sector and private sector customers;
• Generate and maintain a positive image of AEA amongst customers and other stakeholders as a flexible, responsive and well-connected business.

The Person

Candidates will have a Science, Engineering, or Economics degree, will have excellent report-writing skills and will be highly numerate, logical and analytical.  Candidates will also have at least five years proven experience in the following:

• Policy consultancy to public sector clients, including the European Commission;

• Thorough, detailed knowledge of key policy issues in the field of transport-related environmental policy at the EU and/or UK level;

• Management of complex projects and proposals for public sector clients (including the European Commission)

• Effective oral presentation and written communication skills

• Business development skills and experience

• Effective and proactive team worker, capable of supporting and developing peers and junior staff members

 

Desirable experience:

• Experience of using policy analysis tools such as cost effectiveness analysis, cost benefit analysis, marginal abatement cost curves, multi-criteria analysis and the European Commission’s Impact Assessment Guidelines;
• Experience of policy evaluation using quantitative and qualitative techniques
• Knowledge of transport emissions and abatement technologies, and the environmental impacts of different modes of transport;
• Ability to develop spreadsheet-based transport emissions and technology deployment models.
