Planning Ecologist I, Planning Ecology - Full-Time Contract Position

With more than 60 years of experience, Toronto and Region Conservation Authority (TRCA) is one of 36 Conservation Authorities in Ontario, created to safeguard and enhance the health and well-being of watershed communities through the protection and restoration of the natural environment and the ecological services the environment provides.

How you will contribute as part of the TRCA team:

Under the direction of the Senior Manager, Planning Ecology and the supervision of the Senior Ecologist, Planning the Planning Ecologist I uses their expertise in aquatic and terrestrial natural heritage and ecosystem sciences to provide technical review and advice on routine applications under the Planning Act, Environmental Assessment Act, the Conservation Authorities Act and Regulation 166/06 as well as for internal TRCA projects/programs. Through this work the Planning Ecologist l ensures that TRCA’s regulatory and policy interests for natural systems are being met.

The Planning Ecologist l must provide and maintain excellent customer and client service including efficient delivery of service within established timelines. At the request of the Senior Ecologist or Senior Manager, Planning Ecology, the Planning Ecologist l participates in and provides support in the form of ecological expertise to other projects and initiatives being undertaken by TRCA or its partners.

Major Responsibilities:

• Review reports and construction plans submitted as part of routine planning, permit and environmental assessment applications.

• Provide clear, concise technical advice, in accordance with prescribed delivery standards, to development and environmental assessment planners to ensure compliance with the TRCA’s programs, policies and regulation requirements.

• Identify regulated features such as watercourses and wetlands and delineate (stake) the limits of natural features in the field.

• Work collaboratively with internal staff including planners, hydrogeologists, water resource engineers and geotechnical engineers to ensure coordination of technical comments.

• Engage, in a positive and productive manner with development proponents, municipal partners, consultants, contractors, and other technical and planning staff, restoration services staff, enforcement staff and the general public regarding applications made under the Planning Act, the Environmental Assessment Act and Conservation Authorities Act.

• Attend meetings and working sessions to support the review of infrastructure projects in keeping with the terms and scope of specific and unique service agreements.

• Provide ecological interpretation of aquatic and terrestrial natural heritage information and provide technical assistance to internal staff implementing erosion, ecological restoration and TRCA land management projects.

• Participate in TRCA program development and other strategic initiatives.

• Provide assistance on special projects as directed by the Senior Ecologist.

What you will need to succeed:

• University Degree in biology, ecology, natural resources management, environmental sciences or related disciplines.

• Minimum three (3) years of experience related to the major responsibilities.

• Knowledge of ecosystem sciences, terrestrial and aquatic ecology, landscape ecology, environmental planning, and impact assessment.

• General knowledge of the Conservation Authorities Act, the Planning Act, the Environmental Assessment Act, the Endangered Species Act, the Fisheries Act, etc.

• Ability to read and interpret construction drawings and supporting reports.

• General understanding of construction techniques and mitigation measures to prevent environmental damage.

• Strong critical thinking, analytical and conflict resolutions skills.

• Ability to collaborate with other technical staff and disciplines.

• Excellent oral and written communication skills. Ability to articulate complex ecological concepts to non-ecologists.

• Time management skills to ensure deadlines are met within various service delivery standards.

• Valid Ontario "G" Driver’s licence.
