Preventing Ocean Plastics
Pew's preventing ocean plastics project aims to provide the evidence base for concerted global action to reduce the flow of plastic into the ocean. The project focuses on the dissemination of research and tools that help to evaluate and identify the economically and politically viable steps needed to catalyze more effective and efficient global efforts and investments to reduce the flow of plastics entering the world's oceans. Specifically, the project aims to help develop policies to address in-country plastic use and waste, unintentional microplastics, and plastics trade as well as increased accountability of public and private actions.
Position Overview The officer, preventing ocean plastics assists in developing and implementing strategies and activities to advance the EU microplastic legislation and policies to reduce the trade in problematic plastics. This includes extensive advocacy and policy work and coordination with government officials, NGOs, scientists, and the business community to advance EU policy actions toward reducing microplastics emissions and reducing trade in problematic plastics at the World Trade Organization.
The officer may be located in Brussels, London, or Switzerland (home office) and is eligible for up to 60% telework. The officer will report to the senior manager, who is based in the Washington, DC office.
Responsibilities
- Foster a work environment that is diverse, equitable, inclusive, and accessible and in line with Pew and the project's related goals.
- Collaborate with the senior manager to design and implement effective strategies that will result in broad support to advance microplastic legislation in the EU and policies to reduce the trade in problematic plastics.
- Conduct outreach to Brussels-based government officials in the European Commission, Parliament, and Council, leaders from EU countries in capitals, and Geneva-based trade negotiators to advance EU policy actions toward reducing microplastics emissions and efforts to reduce the trade in problematic plastics. Participate in or lead Pew delegations to relevant intergovernmental meetings as necessary.
- Analyze and communicate policy opportunities that have relevance for campaign efforts and review and provide comments on draft policy proposals, regulations and white papers to internal and external audiences as needed in a timely fashion.
- Serve as the team's EU media spokesperson to cultivate and engage the public and key constituencies to build awareness, support, and momentum for policies to tackle ocean plastic pollution, including representing the Trusts publicly at conferences, seminars and official forums and authoring articles for newspapers and magazines.
- Support the development of research and analysis that demonstrates the costs and impacts of plastic pollution and the potential benefits of policy reform. This includes convening technical experts, corporate stakeholders, and government officials to disseminate findings.
- Develop and maintain a broad knowledge of the science, policies, and politics of ocean plastics.
- Contribute to and participate in tasks of the department as assigned, as well as broader Pew-related projects and activities as needed.
- Coordinate the development and implementation of contracts for campaign projects. Work with campaign staff to draft work plans and procurement documents, communicate with contractors and grantees, manage the approval process with other units of the Trusts and monitor ongoing grants and contracts.
Requirements
- A minimum of 8 years professional related experience required. Experience in plastics, environmental or trade policymaking, or as a sustainability professional preferred.
- Bachelor's degree or equivalent experience required; an advanced degree in public policy, economics, or environmental science or equivalent experience strongly preferred.
- Excellent political, strategic and analytical abilities with proven program management skills to develop, execute and evaluate a range of diverse strategies to achieve goals.
- Demonstrated strong analytical and problem-solving skills. Ability to synthesize large amounts of information and to focus quickly on the essence of an issue/problem, determine whether it is ripe for intervention and identify the means to address it. Ability to be flexible, creative, consistent and assume high accountability for all areas of responsibility. A strong commitment to producing measurable results.
- A task-oriented style, with focus on achieving clear and ambitious goals. Demonstrated ability to meet multiple deadlines by maintaining a high level of organization. Able to develop and move projects forward with a high degree of independence and autonomy.
- Excellent written and oral communications skills, including an ease in briefly summarizing the essence of issues and means to address them. Strong oral and written communication skills such that complex ideas, thoughts and concepts are clearly articulated for a general audience. Clear, effective writing style.
- Strong interpersonal skills; able to develop and manage productive relationships with consultants, partners and others who contribute to the development of a project by anticipating possible outcomes. Excellent listening skills. Highly articulate.
- Media-savvy and politically astute. Able to use effective marketing techniques and media exposure to communicate the impact of research on conservation needs.
- Exhibits strong diplomacy skills. Able to work productively with a wide array of different people and institutions that frequently disagree with and are in competition with one another.
- Seasoned judgment, able to make decisions, justify recommendations, and be responsive, clear and firm with colleagues and partners.
Travel International travel expected approximately 20% of the time.
