Government Relations:
Government Relations (GR) was established in 2006 to complement and advance Pew's work in the public policy arena. In 2010, the department was reorganized and staff that had been spread throughout the institution were consolidated into a single unit. Government Relations is comprised of a senior vice president and four units overseeing advocacy of Pew's programmatic agenda as well as operations and institutional advocacy. The priorities of the department are to: (1) provide relevant, timely and insightful advice on legislation of direct relevance to the Trusts, its programs and advocacy goals; (2) develop close effective relationships with key national government offices, intergovernmental organizations, and the government affairs staffs of major trade organizations relevant to our work; (3) develop Pew's annual advocacy strategy as well as manage and facilitate its implementation; (4) work hand in hand with program staff and policy experts to guide advocacy from inception to successful completion; (5) coordinate, collaborate and communicate with and between Government Relations and program staff to advance institutional priorities, (6) monitor, track, review and approve all interactions between Pew staff and government officials including participation in coalition efforts and work with our external stakeholders; and (7) ensure full compliance by Pew with all applicable regulations related to lobbying and advocacy.
Position Overview:
The officer will be based in Brussels and will report to the senior director, government relations. The officer will be an integral part of the international Government Relations team and will have responsibilities in all areas of EU government related coordination and strategic outreach. This position requires a strong capacity to think strategically, to understand the implications of EU Member State politics as well as broader geopolitics in international decision making, and to work as part of a global team of government relations and campaign staff.
Responsibilities
• Work with Pew program managers and staff to develop and implement engagement strategies for the EU Commission, Parliament, Council or for key individual Member States, with a view to achieving government-related campaign goals for environmental initiatives.
• With the Brussels-based senior officer, government relations, develop a structural approach toward establishing and maintaining working relationships with government officials within the national administrations and relevant EU institution.
• In coordination with program staff and the Brussels-based Senior Officer, Government Relations, develop and implement strategic options for meeting critical campaign needs and filling advocacy voids in key EU Member States.
• Direct or perform focused advocacy research for targeting policymakers. Schedule and attend lobbying or educational visits with relevant officials and staff.
• In coordination with program staff, maintain ongoing communications with other members of the environmental community, consumer organizations or other partner groups on government-related requests. Manage government relations consultants as appropriate.
• Track and analyze government initiatives and proposals relevant to campaigns.
• With the Brussels-based senior officer, government relations, ensure lobbying compliance and facilitate coordination for ongoing advocacy efforts
Requirements
• College degree and a minimum of eight years of professional experience in the field.
• Demonstrated experience and familiarity working with the EU government and/or member states required. Familiarity with marine conservation issues preferred but not required.
• Ability to independently identify issues, recommend solutions and develop government relations strategies and initiatives for major lines of programmatic work.
• Excellent written and oral communications skills, including an ease in communicating complex concepts in a clear, effective fashion for a general audience.
• A strong commitment to producing measurable results. Ability to work autonomously and independently, yet in a cooperative spirit.
• Fluency in English and French is required; proficiency in German and/or Spanish is preferred, though not required.
• Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew.
Travel:
It is expected that this position will require some travel.
