For the past twenty-five years, Pew has been a major force in educating the public and policy makers about the causes, consequences, and solutions to some of the world's most pressing environmental challenges. Our environment work spans all seven continents with close to 250 professionals working full-time at the local, national, and international levels to reduce the scope and severity of global environmental problems, such as the erosion of large wilderness ecosystems that contain a great part of the world's remaining biodiversity and the destruction of the marine environment.

 

Pew has worked in the United States and Canada since 1990 to protect vast stretches of unspoiled wilderness and more recently expanded our land conservation efforts to Australia's Outback and Chilean Patagonia. Preserving these places offers an opportunity to conserve wildlife habitat, shorelines and pristine landscapes for future generations. Our work relies on the sciences of conservation, biology, and economics to advocate for sound solutions to the loss of biodiversity.

In the sea, reforms to how our oceans are managed are essential to address overfishing, pollution, and loss of habitat. Pew began its oceans program in the United States, focusing on ending overfishing and protecting fragile marine habitat. Since 2005, Pew's ocean conservation program has expanded around the world and has played a significant role in reforming marine fisheries management in the European Union and on the high seas. Our work is grounded in the best available science and our goal is to reverse the decline of ocean life ranging from sharks and tunas to penguins and whales, and the habitat on which they depend.

 

Project Overview:
At least one fifth of all fish taken from the sea are caught illegally or beyond the reach of regulators. This significantly threatens the health of the global ocean ecosystem and undermines the economies of countless fishing communities around the world. Fishing grounds in developing countries and on the high seas are especially vulnerable to exploitation by companies that engage in illegal, unreported and unregulated (IUU) fishing. International crime in fisheries flourishes because flag states do not fulfill their legal obligations to control the fishing operations of their vessels, and port states do not have the tools or incentives to identify and prosecute these crimes in port.

There is no silver bullet capable of addressing IUU fishing. Many tools must be marshaled to close down the avenues for illegally caught and unregulated fish. The campaign is working to implement a global system of enforcement to combat illegal fishing through the adoption and effective implementation of policy and market measures that enable the identification and tracking of industrial-scale fishing vessels, the development of practical tools to improve information-sharing among enforcement authorities, and the building of the necessary human and technical resources to sanction such vessels if they have engaged in illicit activities.

Position Overview:
The Officer, Technology and Analytics will report to the Project Director, Conservation Enforcement and Technology and work in close coordination with the Senior Officer, Enforcement and Technology to deliver on the breadth of enforcement and technology goals of the Ending Illegal Fishing Project (EIFP). It will include, through remote access and use of the Oversea Ocean Monitor (OOM) system and other relational databases and geographic information systems (GIS), active monitoring and generating historical analysis of designated maritime areas of interest and managing and analyzing data associated with fishing fleet dynamics that will serve to inform the EIFP with its efforts to detect, deter and eliminate IUU fishing. The Officer will also be responsible for developing and implementing Standard Operating Procedures that will govern the processes and protocols for Pew staff access to OOM and its associated outputs. The Officer will assist with the technology and enforcement aspects of Pew's advocacy for the development and implementation of a global system of enforcement (GSE) which may also involve engagement in the market and policy aspects of the project. The work includes serving as lead and providing oversight of Pew's engagement with INTERPOL's Project Scale, developing new regional enforcement models and improving regional partnerships that incorporate the use of technology and enforcement mechanisms. The Officer will also assist with enhancing campaign goals by researching advancements in technologies used for fisheries monitoring and data analytics, and supporting OceanMind in their use of OOM as a primary component in the business model to obtain new users of OceanMind products, including current and future government and retail users of OOM.

The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.

  • Support the Pew Ending Illegal Fishing Project under the guidance of the Project Director, Conservation Enforcement and Technology, to provide monitoring and analysis of selected global maritime areas and data associated with fishing fleet dynamics to detect and document suspicious and possible illegal fishing activities.
  • Develop and implement Standard Operating Procedures that govern the processes and protocols for Pew staff access and use of Oversea Ocean Monitor (OOM) via remote access to include training to authorized Pew staff on system usage.
  • Develop technical reports, and other documents, case packages, recommendations and assessments as required based upon observed monitoring and analysis of fishing activities as documented through OOM system data or other relational databases and GIS tools.
  • Establish, develop and maintain an effective working relationship and means of communication and coordination with the Pew and OceanMind analytical teams and other national, regional or international agencies or agencies with global reach such as SeaVision to enhance delivery of Pew's vision of a Global System of Enforcement (GSE).
  • Provide technical assistance and operational support and advice to the Senior Officer, Technology and Enforcement in order to enhance current and future capabilities of OOM as a component of the GSE to maximize its service deliverables to clients.
  • Establish, develop and maintain close engagement with a network of enforcement and surveillance counterparts and officials, including industry and government.
  • Maintain an active understanding of changes in technology for fisheries monitoring and data analytics, as well as data analysis methodologies that will serve to aid monitoring, surveillance and enforcement.
  • Develop and maintain working relationships with government officials and national and international institutions, as well as relevant NGOs in the field primarily directed at the exercise and use of data analytics. Participate in strategy sessions with NGOs, scientists and other stakeholders as needed.
  • Represent the Ending Illegal Fishing Project in internal and external engagements and speaking and events as needed.
  • Draft, summarize and edit documents in coordination with the Senior Manager, EIFP, for grant makers and internal decision makers as needed.



  • Bachelor's degree required; Master's degree in a relevant area or equivalent experience preferred;
  • A minimum of eight years of relevant professional experience required. Experience in international fisheries compliance and enforcement and/or international maritime policies are vital. Some experience with marine conservation and maritime law issues is a plus;
  • Some experience with marine conservation and operational maritime law enforcement issues is desirable;
  • Demonstrated strong analytical and strategic skills. Ability to synthesize large amounts of information and to focus quickly on the essence of an issue/problem, determine whether it is ripe for intervention and identify the means to address it. A strong commitment to producing measurable results;
  • A task-oriented style, with focus on achieving clear and ambitious goals. Demonstrated ability to meet multiple deadlines by maintaining a high level of organization. Able to develop and move projects forward with a high degree of independence and autonomy;
  • Politically astute; able to understand the needs and motivations of different individuals and international institutions and conceptualize win-win scenarios to satisfy multiple agendas and stakeholders;
  • Excellent written and oral communications skills, including an ease in briefly summarizing the essence of issues and means to address them. Strong oral, presentation, facilitation and written communication skills. Clear, effective writing style;
  • Strong interpersonal skills; able to develop and manage productive relationships with consultants, partners and others who contribute to the development of a project by anticipating possible outcomes. Excellent listening skills. Highly articulate;
  • Exhibits skills of diplomacy. Able to work productively with a wide array of different people and international institutions that frequently disagree with and are in competition with one another;
  • Seasoned judgment, able to justify recommendations, and be responsive, clear and firm with colleagues and partners.

Travel:

Anticipate up to 15% domestic and international travel will be required.
