The Environmental Portfolio at The Pew Charitable Trusts
For more than twenty-five years, Pew has been a major force in educating the public and policy makers about the causes, consequences, and solutions to some of the world's most pressing environmental challenges. Our environment work spans all seven continents with nearly 250 professionals working full-time at the local, national, and international levels to reduce the scope and severity of global environmental problems, such as the erosion of large wilderness ecosystems that contain a great part of the world's remaining biodiversity, and the destruction of the marine environment.
Pew has worked in the United States and Canada since 1990 to protect vast stretches of unspoiled wilderness and more recently expanded our land conservation efforts to Australia's Outback and Chilean Patagonia. Preserving these places offers an opportunity to conserve wildlife habitat, shorelines and pristine landscapes for future generations. Our work relies on the sciences of conservation, biology, and economy to advocate for sound solutions to the loss of biodiversity.
In the sea, reforms to how our oceans are managed are essential to address overfishing, pollution, and loss of habitat. Pew began its oceans program in the United States, focusing on ending overfishing and protecting fragile marine habitat. Since 2005, Pew's ocean conservation program has expanded around the world and has played a significant role in reforming marine fisheries management in the European Union and on the high seas. Our work is grounded in the best available science and our goal is to reverse the decline of ocean life ranging from sharks and tunas to penguins and whales, and the habitat on which they depend.
Global Campaign to End Illegal Fishing
At least one fifth of all fish taken from the sea are caught illegally or beyond the reach of regulators. This significantly threatens the health of the global ocean ecosystem and undermines the economies of countless fishing communities around the world. Fishing grounds in developing countries and on the high seas are especially vulnerable to exploitation by companies that engage in illegal, unreported and unregulated (IUU) fishing. International crime in fisheries flourishes because flag states do not fulfill their legal obligations to control the fishing operations of their vessels, and port states do not have the tools or incentives to identify and prosecute these crimes in port.
There is no single action capable of addressing IUU fishing. Many tools must be marshaled to close down the avenues for illegally caught and unregulated fish. The campaign is working to lay the foundations for a global system of enforcement to combat illegal fishing through the adoption and effective implementation of policy measures that enable the identification and tracking of industrial-scale fishing vessels, the development of practical tools to improve information-sharing among enforcement authorities, and the building of the necessary human and technical resources to sanction such vessels if they have engaged in illicit activities.
Position Overview
The officer, business partnerships and outreach will be responsible for developing strategies designed to leverage markets-based approaches to combatting illegal fishing and other Pew international fishery policy objectives. Working closely with the director, international fisheries and other team members the officer will integrate the policy, technology and enforcement components of the ending illegal fishing project into a comprehensive set of practical tools for the markets sector. The officer will develop partnerships and collaborative relationships with retailers, the seafood industry and other key constituencies to enable them to utilize the mechanisms afforded by new technologies to increase transparency and traceability in their supply chains for legally caught fish. He or she will conduct outreach and engage with key government officials, business leaders and international organizations to develop collaborative, cross-sector approaches designed to stop illegally caught fish entering the market. The officer will report to the manager, global campaign to end illegal fishing, and will be based in Pew's Washington D.C. office. There is a possibility that additional team members will be hired and report to this position as the work is developed. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.
Responsibilities
• Develop a cohesive and targeted strategic approach to working with and educating the seafood industry, retailers and other key constituencies to utilize the mechanisms afforded by new technologies to increase transparency and traceability in their supply chains for legally caught fish.
• Develop partnerships and collaborative relationships that leverage market demand to avoid IUU through the adoption of current and new IUU risk assessment tools.
• Develop and maintain a network for outreach to the seafood industry at all levels of the supply chain, including distributers, importers, exporters, processors and retailers.
• Work with other Pew campaigns to engage government agencies focused on seafood traceability or catch certification schemes to determine how they can support Pew policy adoption.
• Advise campaigns of market measures that can achieve improved transparency, traceability and enforcement.
• Identify opportunities to develop partnerships to further conservation efforts.
• Maintain an understanding of changes in technology and evolution in international and domestic markets and economies to best apply OceanMind or other technological solutions.
• Develop and maintain working relationships with decision makers, government officials, economists, market experts and national and international institutions, as well as relevant nonprofits in the field. Organize and host strategy sessions with scientists, nonprofits, and other stakeholders as needed.
• Continue to work with seafood sectors overlooked by other NGO's and explore how they and the finance community can be actively engaged in ending illegal fishing
• Represent the Pew at meetings and events where issues related to illegal, unreported and undocumented fishing will be discussed.
Qualifications
• Bachelor's degree required; advanced degree in a relevant area or equivalent experience preferred.
• At least eight years of relevant professional experience required. Prior experience in the business sector and corporate social responsibility is strongly preferred as is experience in business development and the finance community.
• Minimum of two plus years of previous direct supervisory experience required including experience managing performance management process for direct reports and providing career development advice and counsel.
• A familiarity with international fisheries policy, and/or experience with marine conservation and maritime enforcement issues is desirable.
• Demonstrated analytical and strategic thinking.
• Ability to synthesize large amounts of information and to focus quickly on the essence of an issue or problem, determine whether it is ripe for intervention and identify the means to address it. A strong commitment to producing measurable results.
• A task-oriented style, with a focus on achieving clear and ambitious goals. Demonstrated ability to meet multiple deadlines by maintaining a high level of organization. Able to develop and move projects forward with a high degree of independence and autonomy.
• Politically astute; able to understand the needs and motivations of different individuals and international institutions and conceptualize win-win scenarios that satisfy multiple agendas among multiple stakeholders.
• Excellent written and oral communications skills, including summarizing the essence of issues and the means to address them. Clear, effective writing style and strong presentation and facilitation skills.
• Strong interpersonal skills; able to develop and manage productive relationships with consultants, partners and others. Excellent listening skills. Highly articulate.
• Exhibits diplomacy. Able to work productively with a wide array of individuals and international institutions that frequently disagree with and are in competition with one another.
• Seasoned judgment, able to justify recommendations, and be responsive, clear and firm with colleagues and partners.
Travel
It is anticipated that the requirement of this position will require the individual in this position to undertake significant national and international travel.
