Blue Nature Alliance
The International Union for Conservation of Nature recommends that countries strongly protect 30% of every habitat by 2030. The Pew Charitable Trusts, Conservation International, Global Environment Facility, Minderoo Foundation and Rob and Melanie Walton Foundation partnered to form Blue Nature Alliance, with the aim to catalyze conservation of 18 million square kilometers of the ocean (approximately 5 percent of the global ocean) by 2025. Working alongside partners, the Alliance scope of work is truly global, and aims to protect global ocean biodiversity, build resilience to climate change, promote human wellbeing, and enhance ecosystem connectivity and function. In addition to the designation of new and expanded conservation areas, it is important that existing protected areas have sufficient resources, capacity, systems, and controls in place to ensure that the desired conservation outcomes are being achieved. This entails strengthening the management of existing ocean conservation areas and upgrading their protections where needed.

Position Overview
The Officer, Blue Nature Alliance will join a growing team of Regional Officers who are the primary conduit for the Alliance's engagement with partners in potential and approved investment sites. The Alliance's Regional Officers are responsible for cultivating new relationships and opportunities within a select region or portfolio of countries, will lead our scoping of these opportunities and the development of engagement strategies for Alliance investment.

The Officer will drive implementation of engagement frameworks and provide technical oversight of grantees and contractors to ensure success for assigned sites. The Officer also will provide guidance to other Regional Officers in the design and implementation of conservation campaigns in sites outside of their portfolio. This position requires expertise in the design and conduct of successful conservation campaigns, marine conservation and environmental policy, project management experience and a demonstrated ability to work effectively in diverse cultural contexts.

The Officer will be part of a collaborative, dynamic global team comprised of staff from both The Pew Charitable Trusts and Conservation International, that aims to make an outsized impact on the ocean. The position will report to the senior manager, Blue Nature Alliance and is based in the Washington, DC office of The Pew Charitable Trusts and eligible for up to 60% telework.

Responsibilities

Lead Campaign Strategy
  • Serve as the lead strategist for campaign and advocacy-related site engagements.
  • Devise and execute dissemination strategies for campaign policy documents, such as journal submissions, policy briefings, conferences, and hearings.

Cultivate Relationships and Opportunities
  • Develop and nurture strong relationships with key government staff, community, and civil society leadership in a portfolio of countries to be determined.
  • In partnership with these leaders, generate ideas for area-based ocean conservation at scale within target countries in the region, including: creation of new marine protected areas; catalytic investments in existing marine protected areas to improve effectiveness, design and trialling of innovative models for area-based ocean conservation.
  • Develop and maintain (updating as necessary) scoping documents for target countries, detailing opportunities for potential investments, political will, significance, achievability, leverage potential, and local engagement.
  • Regularly communicate with Blue Nature Alliance delivery team and leadership on emerging opportunities and changing priorities to inform identification of sites for engagement design.
  • Collaboration with other Pew colleagues in communications, government relations and partnerships.

Develop Engagement Frameworks and Grant Agreements
  • Lead in site-based scoping efforts at regional and national levels to explore new opportunities for engagement by the Alliance to impact ocean conservation goals. This includes working with potential partners and stakeholders to define opportunities and key interventions for Blue Nature Alliance engagement, preparing narrative documents, budget development, and overseeing contract management.
  • Where relevant, seek a written commitment from the Government (or group with jurisdiction) to work with the Alliance in support of common goals, including seeking a financial contribution where possible.
  • Support identified partners to prepare proposals as needed.
  • Facilitate grant agreement development and finalization with grantees.

Engagement Implementation and Grantee Management:
  • Drive implementation of work plans and ensure success for assigned sites.
  • Maintain regular contact with grantees to ensure effective delivery.
  • Conduct periodic site visit to monitor the implementation progress of the grants.
  • Work with Blue Nature Alliance delivery team to identify potential sources of technical support to address capacity gaps or emerging issues as needed.
  • Review grantee reports and make adjustment recommendations to implementing partners and Blue Nature Alliance delivery team as needed.
  • Provide direct technical support as needed to advance site-based objectives and to build local capacity.

Requirements

  • Bachelor's degree or equivalent experience.
  • At least eight years of applicable experience.
  • Expertise in the design and conduct of successful conservation campaigns, marine conservation and environmental policy.
  • Project management experience and a demonstrated ability to work effectively in diverse cultural contexts.
  • Strong political, strategic and analytical abilities with proven skills in developing, executing and evaluating a range of diverse strategies to achieve goals.
  • Strong oral and written communications skills.
  • Demonstrable experience managing projects in dispersed geographies, able to develop and manage productive relationships with consultants, partners and others who contribute to the development of a project by anticipating possible outcomes.
  • Exceptional interpersonal skills, with seasoned judgment and analytical capacity, and must demonstrate strong collaborative spirit and ability to make decisions.
  • Seasoned judgment, able to make decisions, justify recommendations, and be responsive, clear and firm with colleagues and partners.
  • Fluency in English essential and competence in other languages desirable.


Travel

This position is expected to include occasional domestic and international travel for meetings and conferences.
