The International Fuel Quality Center (IFQC) is acknowledged industry-wide as a premier, accurate and non-biased source for information to facilitate strategic planning and internal education. For 10 years, the IFQC has been providing industry and government bodies with critical fuel quality information to help them achieve their respective organizational goals while providing for a cleaner environment. IFQC ensures you complete coverage of all conventional transportation, biofuels, alternative and marine fuel quality specifications and policy developments including supporting and related information on refining, technology, environment and emissions. We provide these services to our members through our password protected Website (www.ifqc.org), regular electronic Flash Reports, Special Reports, Quarterly Reports and Bi-Weekly Summaries, printed material such as “Worldwide Fuel Specification”, maps as well as conference calls, webinars etc. We ensure complete, continuous and immediate global coverage for over 150 countries, through continuously investing in our consulting/research staff both in Europe, Asia and the Americas. Today we employ experts placed in various different international locations, speaking 16 different languages.  

Position Description

On a full-time basis reporting to the Americas Manager, perform research, analysis and writing on transportation fuel issues, including federal, regional, state/provincial and local legislation, regulations, standards, fiscal and trade policies and incentive programs for alternative fuels, including but not limited to biofuels like ethanol, biodiesel, renewable diesel, biobutanol, bio-jet, and others. Related policies and legislation on agriculture and climate change pertaining to energy and fuels will be analyzed as well. In addition, related issues to be covered will include fuel production technology (including feedstock sources), vehicle and emissions technology.


Essential Functions and Duties

  • Collect and analyze statistical and substantive fuels data on demographics, production, consumption, supply, demand, and other industry indicators
  • Conduct research, track, and document legislative and regulatory changes for fuels, including energy, transportation, environment and agriculture sectors
  • Monitor fuels industry trends in trade literature
  • Establish and maintain constructive and cooperative interpersonal working relationships with topical experts and key decision-makers in the public and private sectors of the North American fuels industry
  • Attend related legislative and regulatory hearings, public workshops, and industry conferences to provide management with pertinent information concerning the development of policies in the energy, transportation, environment and agriculture sectors
  • Analyze findings and prepare reports that illustrate data graphically and translate complex findings into comprehensible written text for targeted internal and external audiences
  • Respond to information requests from colleagues and clients as necessary

Required knowledge, skills, and abilities:

- Knowledge of legislative procedures and regulatory systems
- Knowledge of principles and processes for providing customer service
- Skills in Microsoft Office computer programs, including Outlook, Word, Excel, and PowerPoint
- Skills in personal time management in a dynamic work environment with changing priorities and deadlines
- Skills in active listening, including giving full attention to what other people are saying, taking time to comprehend and understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times
- Skills in communication, oral and written in English, including conveying information effectively; writing and editing as appropriate for the needs of the audience; and reading comprehension

Desired knowledge, skills, and abilities:

- Knowledge of federal and state/provincial energy and agriculture legislation and fuel regulatory systems for the U.S. and Canada
- Knowledge of federal and state/provincial energy regulatory parties and their jurisdictions for North America
- Knowledge of points of contact for federal and state/provincial energy and agriculture regulatory parties
- Skills in customer service, including actively looking for ways to help clients and colleagues
- Skills in critical thinking, including using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
- Ability to monitor and assess the personal performance or organizational groups to make improvements or take corrective action
- Ability to anticipate and recognize problems, including bringing to the attention of senior staff
- Ability to employ active learning, including understanding the implications of new information for both current and future problem-solving and decision-making
- Ability to maintain composure and an environment of professionalism, and deal calmly and effectively with high stress situations

Education Requirements: Bachelors degree required. Educational background in energy, engineering, science, policy, or international affairs desired.

Prior experience: Experience in the field of petrochemicals, refining, or fuels; the automotive industry or transportation sector; policy; or the environment is helpful.
