Description

India is a Party to the United Nations Framework Convention on Climate Change (UNFCCC). Towards fulfillment of obligations under the Convention, UNDP is supporting Ministry of Environment Forest and Climate Change in developing scientific understanding of climate change and reporting to UNFCCC.

The support is being provided in following areas

  • Expand and strengthen the wide institutional network from different parts of India, to enable their participation and contribution to the preparation of the reports to be submitted to UNFCCC
  • Conduct periodic stakeholder consultations to ensure broader participation of scientific institutions, industrial organizations, civil society, government departments and so on
  • Adopt the best methods and models for climate projections, impact and vulnerability assessments, GHG inventory and Biennial Update Reports (BURs)
  • Promote the participation of state governments in reporting as well as in addressing climate change, since so far the reporting process was largely a national level exercise
  • Assist decision-makers at the national and state level in the development of policies and measures to address climate change

 


Duties and Responsibilities

Duties and Responsibilities:

The incumbent will perform the following duties:-

  • Monitor the progress in achieving results in key areas of the project and identify monitoring mechanisms (development of individual work plans for national consultants and project teams);
  • Monitor working of the project team, national consultants and experts of the project to ensure that the detailed content of TNC is prepared;
  • Provide technical support to the project team on all technical matters related to preparation of the TNC (GHG Inventory, Vulnerability and Adaptation analysis, mitigation and abatement analysis), including the development of technical specifications for the local and international experts (if needed), strengthening accountability and capacity building (through on-job trainings, mentoring, advising, online communication and other means of capacity building initiatives);
  • Develop comprehensive/detailed Project work-plan and get it agreed with the Ministry and UNDP on implementation of the project activities, timelines, budget and milestones; track budget and expenditure for the project;
  • Ensure that the Annual Work Plan is implemented on time and delivery targets achieved
  • Provide assistance for organizing the national/technical workshops of the project (V&A, GHG inventory, GHG mitigation and abatement) and holding the final national stakeholder workshop to present the main findings for the TNC and outcomes of the project;
  • Ensure coordination with other relevant projects and initiatives, share knowledge and experiences of other countries;
  • Coordinate with the Project Management Unit and the National Project Director for timely implementation of the project activities;
  • Any other work in the related fields assigned by the Ministry and UNDP.

 


Competencies

Technical Skills

  • In-depth knowledge of environmental and climate change related concepts, theories, policies and practices;
  • Good understanding of current issues related to climate change and environment at the national and sub-national levels;
  • Adequate experience in multi-Ministry project management on climate change/environment;
  • Hands-on experience in design, formulation, implementation, monitoring and evaluation of climate change projects.

Management skills

  • Demonstrated skills in building, mobilizing, and leading multi-disciplinary teams
  • Ability to guide the Project Management Unit in developing and implementing the project.
  • Ability to lead consultative meetings at national level with partners and senior stakeholders to identify priorities and manage the timely delivery of project activities.
  • Reliable in delivering own parts of the work as part of a team effort

Communication Skills

  • Good facilitation and communication skills
  • Ability to carry out research and communicate strategic pieces that guide decisions on strategic programme directions
  •  Tailors and presents information to diverse audiences using a variety of communication delivery methods (e.g., written, electronic, oral, interpersonal)Documentation

The consultant will coordinate implementation of the project and support the National Project Director (NPD) in executing institutional arrangements, work program, technical cooperation, monitoring of the progress of implementation of various activities, the work of all Programme Officers and other working groups, including national workshops and consultations. The consultant will be responsible for overall progress of the project

 


Required Skills and Experience

Education:

Masters or equivalent in Environment Science/ Climate Change/ Social Science

Experience:

Essential

  • Atleast 7 years’ experience on Project Development, Management and Implementation of projects with Government Ministries and/or Multilateral Institutions.
  • Good knowledge of UNFCCC reporting guidelines and requirements
  • Experience in liaising and co-operating with government officials, scientific institutions, NGOs and private sector;
  • Experience in performing multi-stakeholder consultations on climate change related issues.

Desirable

Experience of working with Central and/or State Governments/ NGOs/ Civil Society on similar assignments will be preferred.

Language Requirements:

He/she will need to have excellent inter-disciplinary, writing and communication skills. He/she should be bi-lingual in Hindi and English and be proficient in use of computers

Relevant Experience and Technical Evaluation:30 %

Interview:  70%

Salary:

INR 1,31,183 per month.
