Natural resources in marine and coastal ecosystems are economically, socially, biologically and culturally important for Pacific island people. However, sustainable use and conservation of marine resources is not sufficiently reflected in national planning processes, due in part to a lack of information regarding their economic value. In addition, existing marine protected areas (MPAs) have often been developed opportunistically rather than through a transparent and robust spatial planning process. These MPAs, therefore, cannot secure the associated ecosystem services and biodiversity.
Improved management of marine and coastal biodiversity in Pacific Island countries will help them to meet their commitments under the CBD Strategic Plan 2011-2020 and the relevant Aichi targets, including the Programme of Work on Protected Areas (POWPA) and the Programme of Work on Island Biodiversity (POWIB). The Marine Programme of IUCN’s Oceania Regional Office (ORO) works to support integrated ocean governance, including but not limited to, marine spatial planning (MSP) and related activities across several countries in the region including Tonga, Fiji, Samoa, Solomon Islands and Vanuatu. The work is supported by multiple donors including: Oceans 5; the European Union and the Government of Sweden (through the Pacific European Union Marine Partnership Program); and the Global Climate Change Alliance Plus. Scope of Responsibilities: This position is responsible for managing all aspects of ORO’s Marine Programme implementation and supervision, including monitoring of the Marine team’s activities and performance, and the management and reporting on funds granted to IUCN to achieve the Marine Programme outcome and outputs. In addition this position is the focal point for IUCN Global Marine and Polar (GMAP) Programme, and is responsible for OROs engagement with and requirements related to GMAP. Specific Duties: • Oversee the implementation of IUCN activities under the Marine Programme in collaboration with the Regional Programme Coordinator. • Prepare and review annual Marine Programme work plans, monitoring progress in relation to milestones and identify issues that need urgent attention. • Identify the needs and prepare TORs for specific technical inputs (consultants) and oversee the recruitment and management of consultants and delivery of quality outputs within specified time lines. • Assist in the financial management of the Marine Programme’s respective project budgets in accordance with IUCN’s financial management system. • Provide monthly updates on the Marine Programme projects and activities to the Regional Programme Coordinator. • Manage the performance of Marine Programme staff including remotely located project officers, regularly monitor and report on their progress and submit reports through the on-line HR management system. • Maintain and build linkages and partnerships with other regional and national institutions and projects dealing with coastal and marine resource management issues. • Serve as IUCN Global Marine and Polar Programme focal point for IUCN-Oceania Regional Office, including representing IUCN at relevant national and international conferences, and actively contribute to the IUCN Global Marine and Polar Programme. • Support members and Pacific Island countries for the development of their marine and coastal conservation priorities at national and international fora. • Oversee IUCN’s technical support to partner countries in developing and implementing their marine spatial plans. • Identify and develop opportunities for partnerships and collaboration with relevant organizations and donors to extend marine and coastal biodiversity conservation efforts to additional marine conservation priorities and countries in the region. • Contribute to the development and writing of IUCN proposals to extend marine and coastal biodiversity conservation efforts with members and other countries in the region.
