The Marine Lead Adviser (Major Casework) post will play a central role in the co-ordination and delivery of Natural England’s formal technical advice on major development in the marine environment.
The role will initially focus on the delivery of work around offshore renewable energy, but may encompass major casework across the range of our marine delivery at the discretion of their Team Leader. Locations include York, Leeds, Lincoln, Peterborough, Norwich and Eastleigh The post holders will: • Act as case lead and build expertise in the delivery of Natural England’s advice on Nationally Significant Infrastructure Projects (NSIPs) and other major development in the North Sea. • Establish and co-ordinate a project team to deliver timely and evidence based advice on major developments, working closely with other lead advisers, national specialists, and senior and principal advisers to ensure our advice is quality assured and robust for external use. This will include (but not be limited to): • Review and comment on Environmental Impacts Assessments, Habitat Regulations Assessments and supporting survey / modelling / technical reports and work with developers to ensure all potential environmental impacts of developments have been fully addressed. • Provision of statutory advice to competent authorities within specified statutory timeframes. • Provision of comments, advice and guidance to developers on pre, during and post construction monitoring techniques / surveys and reports, under Natural England’s Discretionary Advice Service where appropriate. • Identify opportunities for income generation. • The provision of advice to competent authorities/decision makers on whether or not marine licence conditions have been met. • Act as a main point of contact for regulators (i.e. PINS, MMO) and developers on specific cases and build external networks with counterparts in other statutory agencies where appropriate (e.g. JNCC, CEFAS, Environment Agency) • Identify any risks associated with the delivery of this work and ensure they are escalated appropriately. • Work effectively within Natural England to ensure join up in our advice on development and planning in the coastal zone. • Participate in relevant internal networks to ensure the exchange of information and best practice and to assist a broader development of understanding within the wider organisation. Technical/specialist knowledge/qualifications Degree or equivalent qualification and relevant recent practical work experience that provides the following are essential for this post: • Detailed knowledge of marine ecology, marine processes and an understanding of the marine biodiversity in UK waters (specifically North Sea). • Knowledge of marine industries such as renewable energy, dredging and ports and their interactions with marine habitats and species, including benthic organisms and communities and marine and coastal birds. • Knowledge of current and planned European and domestic policies, legislative frameworks and drivers for the marine environment combined with a practical understanding of the roles and responsibilities of key stakeholders in the marine field. • Experience in planning, monitoring and delivering projects and working to deadlines and an ability to develop an understanding of specific areas of work and technical fields. • Ability to apply effective communication skills (verbal and written) in conveying complex and/or difficult messages/concepts to multiple audiences (staff, public, stakeholders, scientific and technical groups). • Ability to resolve problems which involve considering new approaches, testing options, judgement and interpretation to enable advice on recommendations or determining appropriate action that could be taken forward. Additional skills and experience that would be desirable for this post are: • An understanding of the types of data collected in the marine environment and the ability to interpret them. • Detailed knowledge of the offshore renewable energy/ background of working within the industry.
