I.M. Systems Group, Inc. (IMSG) (www.imsg.com) is looking to hire a Marine Data Management Specialist to support the Deepwater Horizon Spill (DWH) restoration planning information management.  The qualified candidate will be part of the DWH Data Management Team and will assist in identifying, developing, and implementing technical solutions to data management requirements. Overnight travel may be required for this position.

The NOAA Restoration Center (RC) is located in the Office of Habitat Conservation (within NOAA Fisheries Service).  The RC is responsible for restoring the nation’s coastal, marine and migratory fish habitat. Through the Restoration Center’s core programs (Community-based Restoration Program, Damage Assessment, Remediation and Restoration Program, Coastal Wetlands Planning, Protection, and Restoration Act, Open Rivers Initiative, Great Lakes Habitat Restoration Program), work is conducted with hundreds of partners including non-governmental organization, states, Tribes, local governmental agencies, and other Federal agencies to collaboratively provide financial assistance and technical expertise needed to restore our coastal and marine environment.

Duties:

  • Provide data management support to the NOAA Restoration Center for NRDA restoration planning and project management.
  • Support the configuration, development, and maintenance of document management systems, collaboration sites, and databases in support of restoration planning efforts.
  • Provide technical assistance and support to users of data management systems.
  • Support data entry of restoration project submissions and assist with developing and maintaining data sharing procedures to integrate and exchange data between a variety of data sources.
  • Conduct QA/QC of public comment and/or project submissions to the web-based data tracking systems.
  • Support the implementation of office policies and procedures for retaining potentially relevant information related to the Deepwater Horizon Oil Spill.
  • Assist with responding to information requests and provide support for the development of reports, spreadsheets, and outreach materials.
  • Conduct spatial analysis in support of restoration planning and implementation efforts.
  • Provide data management and logistical support at meetings to meet records management requirements and manage public input and associated data intake processes.
  • Support the DWH Data Management Lead with team coordination, meeting agendas, and task management.

Qualifications:

  • Applicant’s work experience and training must demonstrate their ability to apply data management tools and processes to address a user group’s information requirements and support program decision-making.
  • Experience in designing, implementing, and maintaining data file structures and database management systems is essential.
  • Experience in conducting data analysis and preparing summary reports, graphs, maps, and interpreted information products for a variety of audiences is highly desired.
  • Knowledge of biological sciences and techniques pertaining to ecology, marine and anadromous fisheries, and coastal aquatic habitats is highly desired.
  • Knowledge of Java-based programming is desired.
  • Proficiency in Microsoft Office Applications (Word, Excel, PowerPoint) and GIS is essential.  Experience in collaboration tools and document sharing systems, such as Microsoft SharePoint, is highly desirable. Experience Adobe Photoshop or similar graphic editing software is desirable.
  • Familiarity with data product integration into websites and other online tools is preferred.
  • Strong organizational skills and the ability to handle multiple, concurrent, and competing projects and responsibilities are essential.
  • Strong coordination and communication skills, both oral and written, are essential.
  • Ability to define problems, perform background research, develop and execute a project plan, organize and evaluate results, and prepare reports of findings.
  • Ability to troubleshoot problems with data systems and provide technical support to end users.
  • Ability to work independently, reliable, self-starter, self-motivated and strong attention to detail are essential in completing the duties of this position satisfactorily.
  • Experience working in a government office is highly desirable, including knowledge of government document retention and IT security requirements.
  • Proficiency in computer use including email, electronic file management, and calendaring is required.
