For more than twenty-five years, Pew has been a major force in educating the public and policy makers about the causes, consequences, and solutions to some of the world's most pressing environmental challenges. Our environment work spans all seven continents with nearly 250 professionals working full-time at the local, national, and international levels to reduce the scope and severity of global environmental problems, such as the erosion of large wilderness ecosystems that contain a great part of the world's remaining biodiversity, and the destruction of the marine environment.


Pew has worked in the United States and Canada since 1990 to protect vast stretches of unspoiled wilderness and more recently expanded our land conservation efforts to Australia's Outback and Chilean Patagonia. Preserving these places offers an opportunity to conserve wildlife habitat, shorelines and pristine landscapes for future generations. Our work relies on the sciences of conservation, biology, and economy to advocate for sound solutions to the loss of biodiversity.


In the sea, reforms to how our oceans are managed are essential to address overfishing, pollution, and loss of habitat. Pew began its oceans program in the United States, focusing on ending overfishing and protecting fragile marine habitat. Since 2005, Pew's ocean conservation program has expanded around the world and has played a significant role in reforming marine fisheries management in the European Union and on the high seas. Our work is grounded in the best available science and our goal is to reverse the decline of ocean life ranging from sharks and tunas to penguins and whales, and the habitat on which they depend.

Project Overview
At the start of 2014, a new era began for fisheries management in the European Union. A new Common Fisheries Policy, aiming to restore EU fish stocks, entered into force. For the previous five years, Pew and 192 other organizations worked through the OCEAN2012 coalition to support an ambitious reform. Though that process proved successful, overfishing is far from over. The legislation must be implemented well on the water if the new policy is to achieve its aims. To make this happen, Pew launched a campaign in 2014 that focuses on ending overfishing in northwestern European waters.

Position Overview
This London-based position will be responsible for driving and supporting the objectives of Pew's ending overfishing in northwestern Europe project across the region, managing a small team. The manager will oversee engagement with European governments, working with contractors and partner organizations, devising effective strategies and deploying persuasive arguments to advocate for improved fisheries management in the region. This will include focusing on effective, timely implementation of the existing EU Common Fisheries Policy and robust shared management with non-EU countries, including the setting of fishing limits that do not exceed scientific advice, and agreement of multi-year management measures that prevent overfishing. The manager will report to and work closely with the project director, ending overfishing in northwestern Europe. The position has a set time frame that could be extended based on the success of the program, funding sources, and board decisions on continued support.

Responsibilities:

  • Manage and deploy campaign staff and resources to ensure advocacy activity and material, such as policy recommendations and public consultation submissions, are well-targeted, technically accurate, and persuasive.
  • Develop and implement plans with staff and contractors to influence decision-making in EU member states and Brussels on the implementation of the reformed Common Fisheries Policy.
  • Advocate Pew's fisheries policy objectives at conferences, hearings, stakeholder meetings and other relevant opportunities.
  • Develop and oversee plans for the team's effective, proactive engagement in the stakeholder process, at member state, EU and regional Advisory Council level.
  • Represent Pew at international bodies responsible for fisheries management, developing and overseeing strategies for the team's effective, proactive engagement in the stakeholder process.
  • Act as a spokesperson for Pew when appropriate.
  • Co-ordinate activities and regularly communicate information and advice to relevant Pew staff in the UK and in Brussels, and in the US, to ensure alignment of the policy work at all levels, and coaching team members to increase the effectiveness of advocacy efforts.
  • Develop and implement workplans with the Director of the Ending Overfishing in Northwestern Europe project. Prepare regular oral and written updates on progress. Maintain regular communication with other marine programme staff about progress and challenges in implementing work plans. Perform other tasks as may be requested by the Director of the Ending
  • Overfishing in Northwestern Europe project.

Requirements:

  • Bachelor's degree required, preferable in in fisheries biology or a related area; advanced degree preferred.
  • At least eight years of specialized experience working in environmental policy, advocacy campaigns, or fisheries management, with a track record of influencing policy or its implementation.
  • A minimum of two years of previous direct supervisory experience required including experience managing performance management process for direct reports and providing career development advice and counsel.
  • Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew.
  • Access to a strong network of relevant contacts among relevant EU organizations, policy makers, researchers and scientists.
  • Ability and willingness to accurately, methodologically and logically analyze policy material. Ability to understand and reliably interpret relevant scientific concepts.
  • Strong comprehension of subject area. Ability to synthesize large amounts of information and to focus quickly on the essence of an issue/problem and the solutions available to Pew.
  • Produce work of consistently high standards, without errors or omissions.
  • Ability to meet multiple deadlines by maintaining a high level of organization and by being conscious of priorities. Ability to develop and move projects forward with a high degree of independence and autonomy, yet working in a cooperative spirit in a multi-disciplinary and multi-cultural team.
  • Excellent and compelling written and oral communications skills in French and English. Strong oral, presentation, facilitation and written communication skills, such that complex ideas, thoughts and concepts are clearly articulated for different audiences. Clear, effective writing style and highly-articulate and persuasive in face to face communication.
  • Strong interpersonal skills; ability to develop and manage productive relationships with decision makers at the highest level, media, Pew staff, consultants, partners and others. Must exhibit flexibility and a commitment to working as part of a team. Excellent listening skills.
  • Strong oral, presentation, facilitation, and written communication skills. An ability to convey complex ideas, thoughts, and concepts clearly and appropriately depending upon the audience.

Travel
Frequent travel to Brussels and other European destinations is required. Candidate also needs to be able and prepared to travel to the US and elsewhere. Availability outside normal business hours will be required frequently.
