ABOUT THE CCFLA

The Cities Climate Finance Leadership Alliance (CCFLA) was launched at the United Nations Secretary-General’s Climate Summit in September 2014. Its mission is to be the leading global initiative to accelerate climate-aligned capital flows for cities to enabling the mainstreaming of urban climate action worldwide. Notable successes to date include a State of Cities Climate Finance report released in 2015, a very active Project Preparation practitioners’ working group that has also hosted several practioners’ forums, and the advocacy role the CCFLA has played within the Marrakech Partnership for Global Climate Action-MPGCA and under the Marrakech Roadmap for Action on Localizing Climate Finance.

CPI has recently been asked by the membership of CCFLA to assume the role of the organization’s Secretariat for a minimum two-year period beginning in May 2019. In partnership with the organization’s members, CPI will help set and implement a strategy that will support CCFLA in meeting its ambitions in advancing climate finance for cities.

POSITION SUMMARY

The position of Manager, CCFLA Secretariat is a senior and strategic role responsible for overall management and coordination of the CCFLA Secretariat, drawing on input and expertise from CPI research, communications, and operations staff. The Manager will operate largely autonomously to manage the affairs of the Secretariat and engage with all CCFLA members, leadership, and other stakeholders. The Manager will need to quickly develop a solid understanding of the CCFLA mission as well as the members that drive it. He/she will build excellent relationships with senior leaders from member organizations of the CCFLA, other government departments, and public and private financial institutions from around the world.

The CCFLA Manager will report to the Associate Director in London.

PRIMARY DUTIES AND RESPONSIBILITIES

Includes the following and others as assigned:

  • Draft the two-year strategy for the CCFLA and CCFLA Secretariat, including operational plan, budget, fundraising plan, progress report, and any recommendations for review and approval by the Steering Committee
  • Conduct strategic outreach, advocacy and membership mobilization together with the Steering Committee
  • Coordinate and liaise effectively with CPI leadership to provide strategic updates, receive input, and coordinate on shared objectives
  • Work with CPI analysts to provide CCFLA members with insights and briefs on trends, new developments, or novel research relevant to accelerating urban climate finance
  • Manage day-to-day affairs of the CCFLA to execute upon the agreed Strategy, including development or commissioning of activities, documentation of meetings, website development, branding, public relations, and other duties drawing on service providers and colleagues where necessary
  • Coordinate membership application process for approval of the Steering Committee, including any due diligence required, and maintain a list of all CCFLA members and their designated points of contact
  • Manage the operational budget and all required reporting to funders
  • Organize and support CCFLA Steering Committee meetings with Co-Chairs, the CCFLA Assembly and other CCFLA events
  • Facilitate launch and continuation of effective Working Groups
  • Support the effective functioning of the Steering Committee and facilitate coordination, collaboration, and cross-fertilization between working groups
  • Manage the CCFLA Project Coordinator (to be hired, will support on administration, events etc. as defined by the Manager), other CPI team members and consultants as required

QUALIFICATIONS

  • BS or BA required in the fields of international and/or domestic policymaking; economics; finance; business administration; urban planning; or a relevant related discipline. Advanced degree desirable.
  • Senior and progressive professional experience managing projects and teams in government, business, and/or NGOs
  • Demonstrated experience in infrastructure finance, city government, and/or international climate finance. Emerging market experience desirable.
  • Internationally recognized Project Management qualification and experience desirable.

  • Ability to work effectively with different types of organizations (commercial finance, NGOs, national governments, researchers, cities, etc.) and coordinate seamlessly across different levels of seniority
  • Ability to confidently work autonomously while seeking strategic guidance and input
  • Comfortable operating with incomplete or contradictory inputs from stakeholders
  • Independent, analytical mind with a track record of applying sound financial, political and strategic judgment in complex situations.
  • Calm, diplomatic approach, demonstrating resilience under pressure and a positive outlook to work effectively in a challenging context managing a diverse and dispersed set of stakeholders.
  • Deep commitment to the mission and values of CPI and the CCFLA.
  • Fluency in English required (written and verbal); other language skills highly desirable

ABOUT THE POSITION

CPI is hiring for one full-time position with an expected start date of May 2019. The initial contract will be for a fixed term of 2 years with the potential for extension pending funding confirmation. The position will be located in London and will require occasional international travel. CPI offers a highly competitive compensation and benefits package. Compensation will be based on experience.
