Under the guidance of an international consultant, the national consultant will support the development of the institutional analysis to identify entry points, existing channels and mechanisms that could be used to ensure that climate risks are reflected in sector strategies and enable the implementation of adaptation priorities at the sectoral level (with a strong focus on agriculture/ water economy). Specific attention will be paid to which role the NAP process can play in creating the conditions for sector-related adaptation actions to be implemented. The analysis will identify other practical and good practice examples of sectoral integration from other countries and provide specific recommendations for the Government of Turkmenistan for the strategic integration of adaptation considerations into sector planning based on the analysis. Other important enabling factors for adaptation planning should also be considered in the analysis, including access to climate-information, financial resources and capacity-building opportunities. The assignment will involve: 1. Provide input and assistance in preparing a list of relevant documents to be reviewed for the analysis of the institutional arrangements and ongoing policy related to climate change in Turkmenistan. 2. Provide input and overall practical assistance and recommendations on the list of stakeholders to be interviewed for the institutional analysis 3. Provide input and support in the development of the semi-structured interview guide to be developed by the international consultant. 4. Undertake interviews with stakeholders in Turkmenistan and transcribe the interviews into English. 5. Provide ongoing assistance in the form of research support and feedback to the international consultant on the first draft of the institutional analysis which should include the following key areas of information:
6. Support organization and delivery of two-day validation and capacity-building workshop with relevant stakeholders in June 2020. The workshop will include representatives from the national ministries, the NAP Global Network, the consultants, GIZ and other non-state actors. 7. Attend and contribute to the 2-day regional workshop, to take place in Ashgabat, highlighting the importance of the NAP process, the results of the institutional analysis, as well as good practice on sectoral integration related to the NAP process.
