Description

The UNDP Junior Professional Officer (JPO) Programme:

The UNDP JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionals excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system.

During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design and implementation of UNDP’s programs within UNDP’s headquarters, regional or country offices.

Information on the receiving office:

For UNDP, the Crisis Bureau (CB) has the corporate responsibility for developing all relevant policy and guidance to support the results, outcomes and outputs of UNDP’s Strategic Plan 2018-2021. CB staff provides technical advice to Country Offices; advocate UNDP corporate messages; represent UNDP as required, at multi-stakeholder fora including in public-private dialogues, government and civil society dialogue initiatives, South-South and Triangular cooperation initiatives; and engage in UN inter-agency coordination in specific thematic areas. On emergency and crises response, the CB also works closely with UNDP’s Bureau for Policy and Programme Support (BPPS) to ensure a seamless transition from short-term relief to long-term development.

The CB ensures that issues of risk are fully integrated into UNDP’s development programmes. CB assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. CB supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

Within the CB, the Conflict Prevention, Peacebuilding and Responsive Institutions (CPPRI) Team’s work aims to deliver conflict-sensitive development through a comprehensive range of services in five interconnected thematic work streams in countries impacted or most vulnerable to crisis and fragility, including violent conflicts and/or natural disasters: conflict prevention and peacebuilding; restoring core government functions; strengthening local governance; preventing violent extremism; and supporting climate security.

Job Purpose:

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy.

Together with the Bureau for Policy and Programme Support (BPPS), the Crisis Bureau (CB) forms the Global Policy Network (GPN), a network of global experts and practitioners providing timely development advice, delivering support to Country Offices and programme countries in a coherent manner to connect countries to the world of knowledge, resources and networks of best practice they need to achieve development breakthroughs.

The Crisis Bureau has corporate responsibility for UNDP’s crisis-related work and driving UNDP’s vision and priorities for crisis prevention, response, and recovery, to support the strategic results, outcomes and outputs of UNDP's Strategic Plan. Within the CB, the Conflict Prevention, Peacebuilding and Responsive Institutions (CPPRI) team works on the integration of rights-based governance, conflict prevention and peacebuilding interventions.

In light of conflict prevention and peacebuilding, the climate-conflict nexus has been the subject of numerous academic papers and debates, including arguments of causality and contextual pathways. However, how climate action may contribute to peace, stability and security in conflict-affected and fragile regions is less well-understood and documented. Communities suffer a double exposure and vulnerability to climate change and conflict. Complex interactions between climate change viz the extant socio-, economic- and political factors can create cascading effects and may lead to a vicious cycle of conflict and climate disaster.

The Climate Security Mechanism (CSM; a joint initiative by DPPA, UNDP and UNEP established in October 2018) seeks to strengthen the capacity of the UN system to address linkages between climate change, peace and security. The CSM is focused on: integrated analysis and assessment of climate-related security risks, strengthening the evidence base on such risks and the development of early warning, management and response strategies. It has developed a conceptual approach and toolbox which brings together existing tools and methodologies to help inform the systematic assessment of, and response to climate-related security risks. Leveraging partnerships and networks, the CSM created a UN Community of Practice of more than 25 agencies, to share and exchange knowledge on climate and security. Together with UN partners, the CSM conducted the first global scan of the UN’s work on climate security, to take stock of good practices and as a baseline of ongoing work.

• Policy analysis, research and development;
• Programmatic guidance and support;
