Description

The objective of the Project is to support the Government of Armenia to advance its medium and long-term adaptation planning. The Green Climate Fund (GCF) resources will be used to enable the government to integrate climate change related risks, coping strategies and opportunities into ongoing development planning and budgeting processes.

Currently, there is no comprehensive framework for climate change adaptation in Armenia, though the NDC and the National Communications provide a preliminary assessment of adaptation priorities. To address this gap, the project aims to support Armenia with developing a national plan for climate change adaptation (CCA) that is iterative. The focus of this initiative is on the process and on strengthening foundational capacities to ensure that they are institutionalized for long-term sustainability. The project aims (i) to address the barriers identified during the stocktaking exercise underpinning this proposal, as presented below; (ii) to support the prioritization of adaptation options and investments in six priority sectors; and (iii) to support the identification of financing options for the implementation of the prioritized adaptation options identified throughout this project.

With the development of a NAP process, Armenia will lay the groundwork for the systemic and iterative identification of medium- and long-term climate-induced risks, CCA priorities, and specific activities that promote climate adaptive and resilient growth in its key sectors. Concurrently, as part of the localization of the Sustainable Development Goals (SDGs), the NAP process will contribute to the formulation of corresponding national climate-responsive indicators and targets.

The overall objective of this consultancy assignment is to facilitate the NAP implementation process in Armenia by providing overall guidance to the Project management through the project implementation process in accordance to the format and requirements of UNDP-GCF.

The Project International Consultant is expected to work in coordination with the Project management and in close cooperation with the Project expert team to ensure overall quality and timeliness of the deliverables.

 


Duties and Responsibilities

Under the overall guidance of the Regional Technical Adviser for UNDP-GCF project and of the UNDP Armenia Sustainable Growth and Resilience (SGR) Programme Analyst and under direct supervision of UNDP Armenia Climate Change Programme Coordinator and the Project Coordinator, the Project International Consultant (acting in his/her individual capacity) will be tasked with the following specific duties and responsibilities:

  • Advise on implementation process: Provide technical consultancy and strategic guidance to Project management unit and Project expert team to ensure effective and time-efficient implementation of project activities to fulfill the project’s objective, mid- and long-term targets according to the project document / workplan.
  • Assist in designing key activities: Provide technical advice and guidance on the designing and planning of project activities according to the annual workplans, provide input into development of Terms of Reference for subcontracts, and recommend best approaches.
  • Support in ensuring effective inputs: Work closely with the project management in coordinating and facilitating inputs of government agencies, partner organizations, scientific and research institutions, subcontractors, and national and international experts in a timely and effective manner and ensure effective synergy among various sub-contracted activities.
  • Review outputs: Review the outputs of national and international consultants and advise on appropriate changes on conducting corrective actions.
  • Overall guidance: Provide overall guidance and direction to the project, ensuring it remains within any specified constraints; Review the project progress, and provide direction and recommendations to ensure satisfactory deliverables according to plans.
  • Support in stakeholder consultations and meetings as appropriate, provide other consultancy as might be required.  

Expected outputs:

Outputs and delivery time frame will be defined for each assignment under a specific TOR. Several country missions are envisaged. The schedule for country visits will be planned and agreed per identified need.

Note:  For each single specific call-offs, the respective detailed ToR with specified outputs and applicable number of working days will follow in line with the main scope of works of this assignment.   

Payment Mode

A daily based payable modality is envisaged upon submission of deliverables and acceptance/approval by UNDP for each identified task (reflected in the agreed and signed specific TOR) and based on cumulative number of days factually spent.

 

 


Competencies
  • Demonstrated knowledge of United Nations, UNFCCC, Green Climate Fund  and other climate change related  policies, requirements and procedures;
  • Understanding of institutional and legal challenges for introducing the climate change adaptation planning in developing countries;
  • Strong analytic and strategic thinking to advise on climate change adaptation strategy in different sectors, as part of National Determined Contributions under Paris Agreement;
  • Strong track record with producing high quality research and strong quantitative skills in project design, scenario analysis;
  • Proven knowledge of communication tools, excellent – concise and easy understandable writing and presentation skills, computer literacy;
  • Strong interpersonal skills with ability to establish and maintain effective work relationships with people of different professional, social and cultural backgrounds;
  • Flexibility to easily adapt to the modifications of assignment as needed and/or induced by policy or scenario change;
  • Excellent coordination and collaboration skills, with ability to work under time pressure and handle multiple activities and projects concurrently.
  • Good communication, analytical and writing skills

 


Required Skills and Experience

Education

  • Master’s degree in Natural or Environmental Sciences, Economics or other related filed

Experience

  • At least 12 years of experience in designing, implementing, consulting projects in the area of climate change adaptation.
  • At least 5 years of experience in climate change adaptation planning in various sectors.
  • Solid experience with international projects financed by climate funds.
  • Experience with project planning and consulting, including the effective provision of substantive guidance, oversight, monitoring and reporting for projects/programmes with similar scale, scope and complexity.
  • Experience and good knowledge of transition economies, or countries with similar to Armenia national circumstances.

Language Skills

  • Proficiency in English, knowledge of Russian is an advantage.   

 

INDIVIDUAL CONSULTANTS WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

Financial Criteria - 30% of total evaluation - max. 30 points.
