Description

The objective of the SLFM project is to secure the flow of multiple ecosystem services, including carbon storage and sequestration and water provisioning services, while ensuring ecosystem resilience to climate change. The project will engineer a paradigm shift from the current unsustainable practices to sustainable land and forest management practice. The SLFM project envisages enhancing carbon storage potential of forests and pastures integrated into forestry and pasture land-use planning and decision-making. The project(s) shall address barriers to sustainable pasture and forest management. In doing so they will support measures to mitigate CC such as managing natural forests to emphasize natural regeneration through improved grazing and wood collecting in forests. It will avoid GHG emissions caused by degradation, increase sequestration through enhanced biomass and improve the productivity of forests and pasturelands. This would result in short and long-term global benefits.

 


Duties and Responsibilities

The Expert on Carbon Flow Monitoring will be responsible for assessment of the end-of-project carbon sequestration values for pasture and forest areas in the pilot regions. 

Deliverable 1, June 2018:  

  1. Prepare training programme, presentations and other training tools for the experts and deliver a training on carbon component of the project based on deficiencies and support the organization of the training,
  2. Prepare ToR for the company or individual to conduct and collect carbon calculation  in the forest and SOC for further comparison

Deliverable 2, in August 2018: 

  1. Support with the reporting based on project indicators according to the data collected from the field in 2018 using the GIS stratification and spatial data (preferably Tier 2 method of IPCC 2006)
  2. Final calculation of the carbon flow in pilot regions based on the project achievements supervised,
  3. Assessment of the end-of-project carbon sequestration for:
  • Forests in Ismayilli and Shemakha
  • Pasture areas in Ismayilli and   Shemakha

Deliverable 3, in November 2018: 

  1. Input to project closure report and needed justification for achievements, LDMAT and other scorecard tables
  2. Final report on works carried out within the assignment and all aspects considered in the scope of works.

Required Skills and Experience

Education: 

  • Advanced university (at least master) degree in forestry, natural resource management, environment or any other related field;

Experience: 

  • At least 5 years of experience in forestry, natural resource management, climate change, carbon monitoring/inventory, carbon markets specifically in the field of LULUCF, environmental management or other related field;
  • Working experience in international organizations, NGOs and etc. 
  • Previous experience in SLM/SFM related projects will be an asset
  • Strong knowledge of carbon inventory and monitoring issues including international methodologies;  

Language: 

  • Fluency in written and oral communication in English;

 

Tehcnical points: 

  • Advanced university (at least master) degree in forestry, natural resource management, environment or any other related field - 20 points
  • At least 5 years of experience in forestry, natural resource management, climate change, carbon monitoring/inventory, carbon markets specifically in the field of LULUCF, environmental management or other related field - 30 points
  • Working experience in international organizations, NGOs and etc. - 20 points
  • Approach to the work - 30 points

The minimum threshold for technical components is 70%

 

Travel:

The International Consultant should undertake at least 1 (one) mission (7 days) to Azerbaijan within consultancy period. The payment will be a lump-sum payment inclusive of consultancy fee, DSAs for in-country full consultancy days, round-trip tickets and concomitant terminal expenses. The consultant should take into consideration the DSA rates to the country based on UNDP rules (DSA rate in Baku per day is 179 USD and 92 USD in the region).
