Bosnia and Herzegovina became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000. Under its status as a non-Annex I party to the UNFCCC, Bosnia and Herzegovina is obligated to undertake the following reporting activities such as: to calculate annual GHG emissions using a defined methodology and reporting to the Conference of Parties (CoP) of the Convention; introduce and implement measures to mitigate the consequences of climate change by regulating anthropogenic emissions and adaptation measures to climate change; cooperate in the development and transfer of technology, methods and processes that lead to limits, reductions and stabilization of GHG emissions; cooperate in the preparation of protection measures for areas exposed to drought and floods, as well as protection measures for water resources; include an assessment of climate change impacts and appropriate strategies and economic development policies that aim to minimize negative consequences of climatic changes for the economy, the environment, and the health of the population paying attention on both, males and females; conduct systematic observation and research, data exchange and information sharing on climate and climate change with the aim of improving scientific findings on the causes and consequences of climate change.
This Project will not only support the country of Bosnia and Herzegovina in meeting its above specified obligations as a UNFCCC signatory but will also serve as a significant strategic document for sustainable development. The cross-cutting nature of the Second National Communication (SNC) process will foster relationships across entities and economic sectors, by establishing linkages between environment and other sectors.
Duties and Responsibilities
Following activities are to be conducted in consultation with and under the guidance and supervision of a Project Manager (PM) and a Team Leader GHG Inventory:
Identify specific training needs for enterprises or government institutions in GHG data collection (particularly for identified key sources and for activity data from industrial processes).
Implement training for enterprises and government institutions on data collection and management.

Required Skills and Experience
Degree in machine engineering/physics/chemistry
10 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in climate changes and their impacts.
Experience in projects related to GHG data collection/measurement;
Experience in providing trainings;
Knowledge of the environmental issues in BiH;
Knowledge and understanding of the UNFCCC and its relevance in BIH context;
Knowledge of the Guideline for the Preparation of National Communication from Parties not included in Annex I to the UNFCCC;
Knowledge of IPCC guidelines for national GHG inventories
Knowledge on mainstreaming gender equality in environment;
Pro-active, independent and responsible personality.
Fluency in both written and spoken English
Knowledge of one of the BiH languages is an asset
