Duty station: HoA-REC&N headquarters in Addis Ababa (Ethiopia), with frequent travel to programme internvention countries in the Horn of Africa, as well as a bi-monthly programme and team meeting at IFAW's regional office in Nairobi (Kenya). Duration: One year, with the possibility of extension upon positive performance. Background In collaboration with the International Union for the Conservation of Nature Netherlands Committee (IUCN NL), HoA-REC&N and IFAW will implement components of a Wildlife Crime Programme in the Horn of Africa. This two-year programme aims to prevent and combat wildlife crime (WLC) in the Horn, which is emerging as a major region and hotspot for WLC worldwide, both as a source and a transit route for illicit trafficking of wildlife products (i.e. ivory, rhino horn, skins of wild animals, endangered plants) as well as live animals. Over the years, volumes of trafficked wildlife contrabands have increased along major trade routes to the Far East and the Arabian Peninsula. Efforts to address WLC in the Horn of Africa are lagging behind in comparison with other regions. Through an integrated approach the programme seeks to intervene at different levels and stages in the WLC chain in the Horn of Africa, from the poaching reality on the ground to the exporting harbours. The programme will build on and align to relevant on-going efforts, promote trans-boundary cooperation in the Horn of Africa, and strengthen endogenous organisations to combat wildlife crime. HoA-REC&N’s and IFAW’s Wildlife Crime (WLC) programmes are looking for a competent programme coordinator to assist in the implementation of WLC programme components in Djibouti, Ethiopia, Kenya, Sudan, South Sudan and Uganda, in close collaboration with the Horn of Africa Climate Change Programme coordinator.
Responsibilities:
The WLC programme coordinator shall assist in programme budgeting, implementation and reporting together with the National Chapters of the Regional Environment Network in selected intervention countries of the Horn of Africa. The programme coordinator will be the liaison to IUCN NL and take the lead in the development of work plans and reports to IUCN NL. The main objective of the wildlife crime programme coordinator is to create a functional coordinating body and build bridges between wildlife concerned government authorities and other key stakeholder in the Horn of Africa, under the umbrella of the Horn of Africa Wildlife Enforcement Network. Other core tasks of the coordinator will be to lead the improvement of wildlife crime-related knowledge and information sharing among the authorities and key stakeholders in the Horn of Africa; to understand the dynamics related to law enforcement and compliance to combat wildlife crime; and to strengthen community structures as effective agents for preventing and combating wildlife crime. The programme coordinator will work closely with the IFAW team implementing on-the-ground projects in the region that aim to strengthen wildlife law enforcement and compliance, both at the local, national and regional level. The leverage of additional funding to upscale WLC programme activities, e.g. by conducting feasibility studies and writing project proposals, is a critical task that will be included in the work activities. The Wildlife Crime Programme coordinator’s work will be aligned to the Centre’s Horn of Africa Climate Change Programme (HoA-CCP). Requirements:
