Job aim

To support the development of M&E strategies and plans for the Climate Change Programme through the product development cycle: Ideas, Concept Development and Proof of Concept stages.

To develop a culture of effective performance measurement and evaluation for the Climate Change Programme.

To manage and deliver the evaluation of the British Council’s overall performance in the Climate Change sector by taking ownership of and using the British Council’s corporate M&E tools (e.g. Scorecard / Storyboard system and other evaluation methods) to provide support for business planning and monitoring and continuous improvement.

 

Duty and standards – Please note this list is not to be regarded as exclusive.

1. Duty  (25%)Policy and System Development

Develop and manage implementation of the Climate Change evaluation framework (data collection, collation, analysis and reporting) in line with organisational needs and guidance.

Continually improve regional/programme evaluation framework through the use of reporting and lessons learned data.

Contribute to the identification and development of new evaluation tools, improvement of processes and effective and efficient use of existing systems through management of information and knowledge built from internal and external network.

Act as a point of contact between HQ & country Scorecard Co-ordinators e.g. reinforcing messages, supporting, clarifying issues, being a “sounding board”, providing advice.

2. Duty  (25%)Planning

Provide M&E consultation to Product/Programme owners to assist with the development of robust M&E strategies and plans

Support and coordinate the evaluation planning of the global Climate Change programme, working closely with Regional Project owners/managers and their teams.

Liaise with RD, CDs, regional/programme/product Board/Working Group, partners and sponsors and other regional/programme evaluation managers in order to inform M&E plans.

3. Duty  (10%)Data collection and collation

Communicate and monitor systems and processes used at country level to gather, and collate Scorecard and Storyboard data for regional/programme/product level.

Ensure coherence and integrity of data and ethical collection, collation and storage.

Manage the ELTO survey data collection and collation process.

4. Duty  ( 25%)Data Analysis

Prepare analysis of data, capture lessons learned, and provide recommendations for continuous performance improvement and regional/product/programme level.

Analyse and reporting of evaluative data from evaluation framework.

Review and support or provide feedback on data analysis for country/project level activity

5. Duty  ( 10%)Reporting

Reviewing and supporting or feeding back appropriate changes to quarterly Scorecard returns and annual country reviews and reports.

6. Duty  (5%)Professional Development

Continually develop knowledge and experience of M&E through relevant courses, reading, conferences, networks, etc.

Participate in and organise evaluation workshops that contribute to the continual improvement of regional/programme M&E
