Description

The Consortium for Ocean Leadership is pleased to announce the search for a Finance and Contracts Manager, Ocean Observatories Initiative (OOI). This is a regular, full-time, exempt position. The position will report to the Vice President, Ocean Observing Programs.

This position serves as the manager of finances and contracts for the OOI Project Management Office (PMO).  Oversees OOI staff who handle budgeting, finance, and accounting related duties for the project and works closely with other OOI staff who handle project contractual matters in order to ensure coordination of efforts, accuracy and compliance.

Qualified applicants must possess: 

  • Bachelor’s degree in Accounting, Finance, Economics, Business Administration or a related field, with Advanced Degree desired
  • A minimum of seven (7) years of experience managing the finances and administration of contracts and grants of large government-funded projects
  • Experience supervising and validating the work of others
  • Knowledge of the accounting cycle, financial reporting and analysis.
  • Demonstrated knowledge of Federal Acquisition Regulations (FAR) and federal grants/contracting procedures; knowledge of OMB circulars (A-122, A-21, A-133)
  • Proven skills and competencies in budget management and analysis, cost analysis, including cost/schedule integration and Work Breakdown Structure (WBS) and statements of work.
  • Excellent organizational and communication skills, including knowledge of collaborative applications and tools
  • Keen attention to detail
  • Ability to work effectively with both government and contracted workforce members, including technical positions (engineers)
  • Proved commitment to business ethics and integrity
  • Proficient in Microsoft Office Suite including Excel and MS Project
  • Knowledge of automated financial systems
  • Demonstrated ability to manage/lead a team, including a willingness to communicate openly, listen well, learn from others, and lead through mutual respect and persuasion
  • Demonstrated planning, decision-making, and problem-solving capabilities; ability to work independently to prioritize work and complete projects with general direction
