Position: Finance & Administration Manager

Division: Southeast Asian Archipelago Regional Program

Reports to: Regional Director – SEAA  with close co-ordination with Regional Business Manager (RBM)

Internal Liaison: Regional Business Manager, Office of General Counsel, Regional HR, Safety and security team, and any other internal WCS departments

Location: Singapore

WCS seeks a dynamic, well-organized, hard-working, and committed team player to support the Southeast Asian Archipelago (SEAA) regional office. The Finance and Administration Manager will be responsible for the SEAA regional finance administration, Human Resource Management and supporting the operations of the SEAA Regional Team.

Key Areas of Responsibility

(I)               Accounting & Finance

  • Oversee and manage the day-to-day book-keeping for SEAA region in the Singapore office
  • Effectively manage cashflow to meet the monthly cash requirements
  • Liasie with Tax Consultants (e.g KPMG) on International staff tax related matters/payments
  • Operating and managing daily finance and accounting activities, which includes cost allocation, payments, payment requests, coding, advances, reimbursements, petty cash, expense record, and supporting documents.
  • Prepare and submit monthly and year-end closure of accounting reports; bank reconciliations, and balance sheet control accounts reconciliations according to WCS established procedures and deadlines.
  • Guide and assist the regional team to complete their time-effort allocation on a monthly basis
  • Prepare and review transactional data to ensure it is fully and accurately entered into the WCS systems
  • Oversight and management of payroll processes, including but not limited to social security contributions, withholding tax, etc for locally hired employees
  • Maintain an asset register for the regional office that adheres to the donors’ grant procurement policies
  • Support WCS annual year-end process for SEAA region in coordination with Regional Financial Controller (RFC)
  • Prepare reports monthly/quarterly/annually for budget projections, budget vs actuals, budget monitoring, and prepare proposal budgets to cover the required costs.
  • To work with RD, CD and RBM to develop a forward-looking business plan to ensure health of the program in this SEAA region
  • Preparing and submitting all reports such as financial statements, tax reports, donor reports, etc., and ensuring compliance with laws, regulations, and policies of the government, WCS, and donors.
  • Maintaining accounting controls by preparing and recommending policies and procedures to the project team
  • Leading and supporting in coordination with Regional Controller in preparation of internal and external audits, preparing audit responses, and ensuring implementation of accepted recommendations
  • Preparing and maintaining vendor list of services and equipment/supplies as required in the office and for field work
  • Coordinating and providing guidance and assistance directly to staff to meet all requirements related to finance, accounting, and administrative policy and procedure

(II)            Administration

  • Support logistical arrangements for meetings and events for the regional office
  • Plan, organize and book travel arrangements, workshops, and meetings including liaison with internal and/or external parties involved
  • Creating and maintaining organizational culture and office organization such as all paperwork and documents: physically and digitally, healthy working office environment, office supply management, IT system etc.)
  • Process and Ensure all procurement process to comply with rules and regulations of WCS, donors, and country Laws, according to project needs and budget
  • Managing asset registration (record, monitor, tracking inventories, disposal, and etc.) in accordance with established procedures

(III)         Human Resource Management

  • Support regional recruitment in coordination with Asia HR Director
  • ·         Be the HR data contact point for the Singapore office, this includes ensuring that all team members submit their timesheets on time and correctly every month
  • Handle the annual leave record for local employees
  • Ensure compliance with Personal Data Protection Act (PDPA) Singapore
  • Maintain locally hired personnel records
  • Maintain all national staff and consultant contracts and other relevant documents

(IV)          Other

  • Any other tasks as requested by RD or RBM

POSITION REQUIREMENTS:

  • The successful candidate must have excellent written and oral communication skills and be comfortable participating as both an effective contributor, leader and listener in group settings. S/He must be well organized, self-motivated, resourceful, effective and efficient at coordinating multiple resources to get things done, with strong attention to detail; can work on multiple tasks at multiple levels and switch between them; can foresee and plan around obstacles.
  • CPA is preferred with a minimum Bachelor degree with related programs of study such as finance, accounting, economics, or business are strongly preferred.
  • Have a strong knowledge of the Singapore financial regulations and systems eg IRAS, CPF and other online government portals
  • Some grant and financial management experience in an international organization a multi-funder environment preferred.
  • Demonstrated ability to work with a diverse team. Must be solution-oriented, and have strong problem solving and analytical skills.

  • Strong analysis, forecasting, and decision-making skills
  • Language requirement: English fluency required
  • Excellent computer and systems skills required with respect to MS Office applications (advanced skills in MS Excel required) and major financial accounting and reporting software (SAP or equivalent).
  • Ability to work independently and remotely.
  • Capable of multi-tasking on multiple tasks and has the ability to perform effectively under time pressure and to meet deadlines, while still maintaining a high attention to detail
  • Able to prioritise
  • Solid interpersonal skills with respect to e-communication.
