The Expert will support the implementation of REC Country Office Romania projects and take part in identifying new project-funding opportunities, as well as contribute to project development in the REC Topic Area of ‘Climate Change and Clean Energy’ (CCE TA). The position has a specific focus on: 1) the “Climate Forum” project, the aim of which is to: foster connections between climate change, sustainable energy and commercial exchange policies; provide local, regional and national authorities, industry, academia, NGOs with the technical and political expertise to address these connections; and supporting the transition to an energetically sustainable future and an economy based on a low-carbon consumption; 2) the “Green ProcA” project, the aim of which is to provide information and assistance to public procurers concerning the implementation of Green Public Procurement (GPP) in seven European countries: Green ProcA promotes the incorporation of GPP into the Covenant of Mayors (CoMs) Sustainable Energy Action Plans (SEAPs), and supports accelerating the implementation of SEAPs by increasing the efficiency of purchasing organisations through capacity-building and networking activities and by providing technical support for green procurement, and by providing direct support for large lighthouse projects and best practice examples; and 3) contributing to developing new projects and securing financial sustainability of the REC Country Office Romania by actively identifying and developing new opportunities to obtain funding for projects — especially projects related to climate and energy: the Expert will also support other in-house projects and activities, and handle relations with clients, donors, beneficiaries and external partners. Education requiredA university degree in a relevant field (e.g. Economics, Environmental Science or something similar) is required. Long-term professional work experience on climate issues and any related additional educational experience (e.g. in international affairs) is an asset. This full-time position is based at the REC Country Office Romania in Bucharest. The position is for a fixed period ending on August 31, 2016, with the possibility of being offered an extension.
