Description

Kuwait is targeting to achieve the 7th Millennium Development Goal which is to promote environmental sustainability by 2015. The strategy to achieve this goal will be addressed to identify opportunities for UNDP interventions in advancing the role of business in environmental sustainability of the country. UNDP wishes to elaborate and address programmes and activities in an efficient manner through collaboration with all government stakeholders, the private sector and the civil society.  UNDP is also willing to attract the collaboration of a number of highly qualified national professionals to ensure that policy recommendations and actions are home grown and will produce the desired environmentally sustainable results. The strategy will identify opportunities for UNDP interventions in advancing the role of business in environmental sustainability of the country, while also raising awareness in the general public on environmental issues. 
 
Objectives

  • To identify and address the challenges and possible entry points of environmental sustainability in Kuwait.
  • To offer strategic recommendations and produce a detailed programme strategy for the development of the environmental sustainability programme for UNDP Office in Kuwait. 
  • To support in the design, planning, and inception phases of the environmental strategy and aligning it with the MDGs.
  • To assess the environmental impact of the economic growth in Kuwait and introduce the idea of sustainable development.
  • To prepare proposals regarding environmental sustainability and development.
  • To deliver a training/presentation to UNDP team on the recommended UNDP strategy on environment, including policies, tools, procedures supported by cases.

 

Duties and Responsibilities

1.    Conduct a review of the environmental sector in Kuwait and provide an analytical report highlighting the opportunities for UNDP in line with planned outcomes and National priorities.

  • Comprehensive desk research [from global sources/ research as well as inputs from the CO prior to the mission] review of relevant literature: publications, research papers, and more.
  • Key meetings with the relevant environmental organizations and institutions. Meetings with the concerned parties including but not limited to:
    EPA
    KISR
    Kuwait Municipality
    Ministry of Electricity and Water
    Private Sector and Oil Sector
    CSO and Environmental Volunteer groups
  • Ensuring that full account is taken of the lessons learned from similar initiatives in the region and the world as implemented by the UNDP and others

2.    Develop a strategy of engagement with the public, private, and CSO sectors with proposals for possible project development initiatives.

3.     Provide recommendations on areas of potential support and mechanisms of engagement.  Expected Outputs and Key functional content:

  • Synthesize key issues and environmental constraints to form the basis of the strategy development, ideas for key entry points / intervention including agenda for partnerships.
  • The Strategy should clearly articulate the roles and responsibilities of the different actors, the private sector, the Government, CSO and UNDP.
  • Ideas of how to link to relevant regional / global UN initiatives
  •  Draft project document consistent with the CPAP using the UNDP Template.
  • The document will be presented to UNDP Kuwait as well as relevant counterparts.
  • Reports of meetings with relevant counterparts.
  • A final report to be prepared and submitted to UNDP office.

4.     Provide guidance to our CO staff on UNDP Partnership Frameworks in relation to environmental related projects
The UNDP Country Office will provide the consultant with the necessary briefings and required documents such as: Country Program Document (CPD), Country Programme Action Plan (CPAP), programme reports, evaluation reports, survey/study reports, and other relevant regional and international studies.

  • Previous work experience with UNDP is an added advantage.

Required Skills and Experience

Education:

  • Advanced degree in the field of Environmental Management or related fields.

Experience:

  • Minimum 7 years experience in Project Planning and Design, Monitoring and Evaluation.
  • Understanding of local and international business and trade laws and agreements.
  • Substantive experience working with Government partners on the implementation of complex and socially sensitive programs.
  • Adequate knowledge and experience working with communities.

Language:

  • Fluency in reading and writing English and Arabic.
