The role of an environment officer includes planned and reactive work across a number of statutory work programmes covering water, waste and agriculture, as well as provision of information to a wide range of internal and external customers. The key duties include:
- Undertake enforcement action including surveillance, inspection, monitoring, surveys and other investigations. Produce required documentation in a timely manner to agreed quality standards. Produce case papers of evidence and present such material in court or in written submissions as required by the legal process. Undertake all enforcement action in a manner consistent with NRW procedures and guidelines. Liaise with other enforcement agencies
- Responding to and managing incidents to ensure that the environmental impact is minimised
- Protecting and enhancing the environment by regulating permitted sites and activities to ensure compliance with permit conditions and to encourage improved environmental performance
- Managing partnership projects and contracts to achieve environmental outcomes
- Interpretation and analysis of analytical data in relation to permit compliance
- Providing advice and guidance to a range of customers relating to environmental issues
- Delivering a range of measures to support the achievement of good ecological status under the Water Framework Directive, Bathing Water Directive and other statutory legislation
- Participate in standby and call out rotas and ensure effective, efficient, timely and safe responses to emergency incidents. Comply with emergency field procedures. Collect evidence for enforcement purposes where appropriate, including, where necessary, formal enforcement action within defined procedures to ensure compliance with legislation and permits issued, and recovery of costs from polluters

Address the needs of internal and external customers, provide rapid and effective responses and seek to continually improve quality and standards of excellence from a customer perspective

- Apply knowledge of statutory environmental requirements to protect both Natural Resources Wales and the environment
Developing people and teams
- Assist with developing personnel in line with our relevant Learning and Development policies and procedures. Support and coach new staff members in their development
Job Specific Criteria:
- Professional Qualification - Education to degree level or equivalent in a scientific subject is necessary
- A clear knowledge of environmental regulations, environmental incident management, and natural resources wales remit
- Customer Relations - Experience of working within a customer-related field is preferred
- Fieldwork – The holding of a warrant card is preferred to exercise environment officer powers of entry (Level 1 Warrant card) and enforcement activities (Level 2 Warrant card)
- Fieldwork – Current or future certification in all mandatory Health, Safety and Wellbeing training courses ie Water Safety, Hostile Situations / Conflict Resolution, Emergency First Aid and Manual Handling, is essential for undertaking fieldwork. The nature of the role is physically demanding, the role will require independent working, possibly in remote areas with difficult terrains eg farms, river environments, waste sites and conservation sites
Welsh Language Requirements:
Due consideration has been given to the Welsh language requirements for the post and the existing skills within the team. Taking this into consideration the Welsh language skills required for the post are at:
Level 1 - The ability to use basic Welsh conversational phrases (eg ‘bore da’- ‘good morning’) and to pronounce Welsh place names correctly.
